COLORADO PARKS AND WILDLIFE

This work unit exists to manage Chatfield State Park, a large, water-based state park, within the guidelines of Colorado State statutes, regulations, and Division of Parks and Wildlife policy and procedures for the use and benefit of over 2 million visitors which utilize the area annually.  This unit provides a wide variety of recreational and educational opportunities to the public, while working to ensure that safety and high quality standards are met.  It maintains and improves visitor facilities, park infrastructure and natural resources within the park.  This unit is responsible for providing visitor services, maintenance functions, natural resource protection, natural resource education, administrative functions, law enforcement, inter-agency cooperation and assisting with statewide programs.  The work unit administers State Park Programs within the district, and provides recreation and natural resource management expertise to Federal, State, County, Local and Private entities.

Position Duties

This position exists to provide a variety of direct information services to the visitors to the park.  Information is delivered in person, on the phone and by email.  The position manages a variety of park office programs including park pass & registration sales, facility rentals, retail sales and Integrated Parks and Wildlife System.  To act as an administrative assistant to the Park Manager(s) with an emphasis on accounting, coordinating paperwork for temporary hiring program, revenue reporting, and managing special projects.  


Office Manager  

Manages the Park Office through planning, organizing and implementing programs including reservations, pass sales, registrations, and license sales. Point of contact and coordinator for scheduling of two meeting areas for events and maintains calendar. Manage IPAWS and Point of Sales with oversight of $350,000.00 in revenue collection and accountability via implementing fiscal procedures.  Resolve visitor complaints. Inform section managers of critical information and direction that can alter their day to day operations. Maintain and manage VoIP phone system for visitor information and park voicemail.  Manage Park’s website to ensure content is accurate and current.  Manage all park and hunting/fishing marketing material (brochures and regulations booklets). Responsible for processing of all hiring paperwork for over 80 temporary parks employees. Processing of PARS and KRONOS/UKG functions, including entry and verification of all temporary bi-weekly payroll hours. Invoice, collect, and track all concession and other agency payments and use of utilities.  Process specific special activity applications as identified by the Park Manager V, including hot air balloon permits, sport dog training permits, etc.


Customer Service

This position works to provide exceptional customer service as a key program quality and ensures that staff deliver accurate park and division information to visitors; in person, phone, mail, email, social media and website.

Schedules personnel to meet program goals providing; customer service, increasing revenue, and emergency dispatch. Follows DNR Customer Service Directive. Creates a professional image of Colorado Parks and Wildlife, emphasizing the importance of a positive experience for our visitors/customers.

Budget/Accounting

Accounts for and reconciles all park budget categories. Oversees PARS/OnBase and KRONOS/UKG functions for temporary employees. Oversees IPAWS program for all office and retail revenue. Performs CORE, SARA, and OneCard functions, including allocation of all OneCard transactions for all 16 employees OneCard purchases.  Assures permanent employee compliance with fiscal rules. Performs duties related to and associated with park operational annual expenses of $1,300,000. Performs periodic audits and projections for all budget categories.


Retail Program 
Works with other staff to manage this year-round program which sells over $9,000.00 in annual sales. Management of retail area, determining needed purchases of items for resale within budget limitations.  Manages firewood program for the Park.  Performs monthly and annual inventory to meet statutory obligations and control of loss. Develops park policy and procedures to manage the program in relation to the other work units (maintenance and visitor services). Prepares monthly, quarterly, and annual reports for Revenue Lead and CPW Retail Program Supervisor

Supervision
Supervise 2-3 temporary positions as budget allows and up to 4 volunteer positions. Train, supervise, and evaluate temporary employees and office volunteers. Delegate routine and project oriented tasks.  Evaluate and schedule job shifts, account for wages, and complete weekly inspections.  Confer with other unit leaders (maintenance and visitor services) on operations issues.  Utilize “Management by Walking Around” style to ensure program quality and clarity.  Completes hiring and exit interviews.

Minimum Qualifications

Minimum Qualifications

Experience Only:

  • Three (3) years of relevant experience in an office setting performing clerical duties such as accounts receiving, accounts payable, budgeting, correspondence, customer service, and filing or experience related to the work assigned to this position.

OR

Education and Experience:
  • A combination of related education in Public Administration, Communications, Business, Program Management/Project Management, Computer Science, Applied Computing, Computer Engineering, IT, Accounting, Finance or in an office setting performing clerical duties such as accounts receiving, accounts payable, budgeting, correspondence, customer service, and filing or experience related to the work assigned to this position equal to three (3) years.


Preferred Qualifications
  • Current or former State experience relevant to this position.
  • Current or former Colorado Parks & Wildlife work or volunteer experience
  • At least six-months must have included experience providing direct information and customer service to the general public in a high-volume administrative or office support role 
  • Experience using critical software programs including CORE, Kronos/UKG, PARS/OnBase, iPAWS, and SARA

 Conditions of Employment
  • Must be able to successfully pass background and/or drug screening.

  • Occasional travel to attend trainings is required.
  • Schedule is typically Monday – Friday, 8 – 4:30, however some weekends/holidays and after hour shifts are required depending on the needs of the business.
