WHO YOU ARE:
We are seeking a results-oriented leader to transform how we use data. This critical leadership role is responsible for the strategic design and execution of an enterprise-wide data management framework. You will serve as the primary liaison between IT and business stakeholders, ensuring data integrity, cross-divisional integration, and robust performance management. The ideal candidate brings a proven track record of leading large-scale analytics initiatives and possesses the executive presence necessary to drive policy and cultural change at the highest levels.
WHAT YOU WILL DO:
The Data Governance Officer (Data Officer) is selected by and accountable to the Chief Information Officer (CIO). Performs data analysis and architecture work, providing direction and guidance on strategic operations and planning and developing policies, standards, designs, and action plans on enterprise-wide information governance, data system integrity and integration, and the use of data for business intelligence and analytics as they relate to strategic planning and assessment.
Implements throughput and quality standards aimed at demonstrating value to customers; evaluates individual employee and team performance, coaches, and counsels staff to optimize performance; and supports the CIO's succession plan to ensure uninterrupted business continuity. Highly advanced (senior-level) work is performed under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
YOU WILL BE TRUSTED TO:
-Oversee the design, integration, and staging of data lakes, data warehouses and data marts.
-Develop and maintain controls on data quality and integrity, including the deployment of data quality monitoring systems and processes.
-Develop policies and controls for the appropriate protection of enterprise information assets through a defined life cycle.
-Define, manage, and control master data and metadata management policies, controls, and standards.
-Work collaboratively with business units across the agency to define data elements and reporting standards.
-Identify emerging methods and technologies related to data/information management and analysis.
-Ensure that appropriate audit controls exist for data that serves as the source material for regulatory reports.
-Ensure that changes in business practices within operational units maintain data system integration and reporting standards.
-Ensure that reports derived from enterprise data consistently use business intelligence and analytics for decision making and strategic planning.
-Responsible for the establishment and implementation of the data and information strategy, governance, control, policies, practices and standards.
-Establish an enterprise data governance framework to ensure consistency in established policies and procedures regarding data collection, management, utilization and dissemination of TWC data, promoting maximum access to data for internal and external users while maintaining security, privacy and confidentiality.
-Through development of data governance, helps facilitate data sharing between state, local and federal agencies for data collection and reporting needs.
-Serve as TWC’s Data Management Officer to coordinate with the state’s Chief Data Officer on data governance and posting the agency's open data on the data portal managed by the Department of Information Resources.
-Provide education and training opportunities for data-related activities such as data management, privacy protection and use of data management tools.
-Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures.
YOU ARE A GREAT FIT WITH:
-Graduation from an accredited four-year college or university with major coursework in data analytics, computer information systems, computer science, management information systems, or a related field.
-Five years’ experience in enterprise data architecture or information architecture work, including working with data management principles and data governance.
-Experience developing and supervising teams.
-Knowledge of master data, metadata, reference data, data warehousing, and business intelligence principles and processes, including technical architecture.
-Knowledge of local, state, and federal laws and regulations relevant to data management and data governance.
-Knowledge of trends and developments in the fields of data management and data analytics.
-Experience creating and delivering informative materials for collaborating with leadership, executives, partners and stakeholders.
-Experience with increasing the awareness and the importance of governing, managing and protecting data across organizations.
-Ability to identify problems, evaluate alternatives, and implement effective solutions.
-Ability to understand and relay complex data-related issues in a simple and easy to understand manner.
YOU QUALIFY WITH:
- Five years of experience in enterprise data architecture or information architecture work, including working with data management principles and data governance.
-Relevant academic credits may be applied toward experience qualifications for this position.
-Two years of full-time in-service TWC experience as a Data Architect II with regular status will satisfy the minimum qualifications.
