Deputy Associate Director, ERP Executive
Summary:
The Deputy Associate Director is responsible for leading all aspects of Human Capital Management (HCM) and Financials Enterprise Resource Planning (ERP) technology, including cloud computing services, and operations for the Board in a product centric, agile service delivery environment. The position is also responsible for administrative data analytics, reporting and integration. Many of the systems in the portfolio are highly used, enterprise-wide applications containing PII and other sensitive data; therefore, system reliability and security are important responsibilities. The incumbent is responsible for providing oversight, direction, and coordination to the function to drive business-focused, efficient, reliable, value-added services. The incumbent operates as a forward-thinking professional who can translate business objectives into sound information and technology strategies while ensuring optimal resource allocation, sustainability, and strategic agility.
This position is located in Washington, DC.
Principal Duties and Responsibilities:
- Provides strategic and tactical direction, innovation, planning, and evaluation of the enterprise information and technology systems for human capital management, financial management, customer relationship management, and business intelligence.
- Oversees and maintains large and complex information technology implementations and Agile product teams.
- Collaborates with senior leadership on strategic direction to drive continuous improvement and maximize utilization of enterprise resource planning (ERP) based technologies and cloud computing. Facilitates communication between leadership, management, staff, vendors, and other technology stakeholders within the Board and Federal Reserve System.
- Provides strategic direction and oversight for ERP systems' compliance, data management, integration, privacy, security, and continuity of operations. Provides oversight for other projects critical to the technology strategic plan and roadmaps.
- Serves as a trusted partner and builds and maintains relationships with other officers and business leaders to develop a clear understanding of business needs; ensures cost-effective delivery of information technology services to meet those needs and is able to respond with agility to changing business priorities.
- Stays abreast of new technologies and keeps leadership informed of their capabilities and functionality; recommends acquisition and/or implementation of technology solutions that will assist in leveraging ERP based technologies and cloud computing. Provides fulfillment of the digital business strategy.
- Develops and maintains an information technology workforce with the appropriate mix of business knowledge, technical skills, and competencies that balance the needs between growing the agility required to achieve digital business objectives and ensuring the core information technology functions are reliable, stable, and efficient. Facilitates talent management and succession planning and assesses development needs.
- Oversees and evaluates annual operating and capital expenditure budget for technology services and ensures it is consistent with overall strategic business objectives.
- Builds collaborative relationships based on trust, performance and professional approaches. Negotiates effectively and resolves conflicts to achieve technology goals while maintaining positive relationships with key stakeholders. Demonstrates balanced judgment and well-reasoned, objective decision making in situations that may involve complex issues and potentially adversarial circumstances.
- Ensures services provided by the function are performed in conformance with relevant laws, regulations, rules, policies, and procedures, and that projects and special efforts within the function follow project and product management best-practices.
- Maintains an in-depth understanding of compliance and ITSM standards such as SOX, FISMA, FedRAMP, internal controls for financial audits, ITIL, CMMI, etc. and oversees a compliant IT environment. Implements standards, processes and controls to ensure system reliability and accessibility.
- Stays abreast of the broad technology trends and perspectives used throughout the divisions, and drives the active identification, analysis and resolution of emerging and ongoing technology risks to administrative functions.

Has high-level knowledge of the diverse business functions (HR, Payroll, Financial Management, Emergency Preparedness, etc.) within the supported divisions in order to advise on optimal solutions, operations, and strategic direction.
11+ years progressive IT experience including:
- 7+ years in management/leadership role required
- 5+ years managing teams of 10+ professionals
- 3+ years supervising direct reports at manager level
- 5+ years with enterprise SaaS ERP systems (Workday or Oracle Cloud) required
- Experience with Coupa, ServiceNow, data analytics solutions and tools, and Agile product delivery are strongly preferred.
- Professional certifications desired:
- Project Management (PMP, PgMP)
- ITIL v4 Foundation or higher
- Agile/Scrum certifications
Cloud platform certifications
Minimum Education: Bachelor's degree in Information Systems, Information Technology, Computer Science or equivalent experience.
The Deputy Associate Director is responsible at the division level for demonstrating proficiency of the division’s values and for executing strategies that align to the division’s goals and objectives. The Deputy Associate Director will lead and participate in various division-specific committees and task forces, as well as be required to work collaboratively with division senior leadership. The Deputy Associate Director, under the direction of the Chief Technology Officer, will lead and support division-specific high-priority initiatives and ensure that services and operations are aligned to the determined strategy, and executed in conformance with all relevant laws, regulations, rules, policies, and procedures. The Deputy Associate Director also provides leadership in the effective management of the divisions’ resources and drives collaboration across and external to the division.
