Deputy Division Director - Licensure & Self-Insurance Division - GSM013
Job Summary: The Licensure Self & Insurance Division serves as the Board’s point of contact for all new and existing self-insured businesses, and insurance companies. The division staff works cooperatively with the Georgia Self-Insurers Guaranty Trust Fund (GSIGTF) to regulate private self-insurers in the State of Georgia and processes all new insurance companies’ applications. The Division Director also serves as liaison to external stakeholders, serves as the Board’s representative for insurance agents, and is the Board’s liaison to the Georgia Department of Insurance on policy form filing issues and Third Party Administrator (TPA) licensing issues.

Job Duties & Responsibilities:
Assists the Division Director in the development and implementation of division policies, strategic goals, and operational initiatives that support the agency's mission and regulatory objectives.
Supervises, mentors, and evaluates division staff, ensuring work is completed accurately, efficiently, and in compliance with applicable laws, regulations, policies, and procedures.
Serves as the secondary liaison to self-insured employers, insurance carriers, third-party administrators (TPAs), industry representatives, and governmental agencies regarding workers’ compensation insurance and self-insurance matters.
Reviews and evaluates applications, filings, reports, and other documentation submitted by insurance companies and self-insured employers to ensure regulatory compliance.
Collaborates with the Georgia Self-Insurers Guaranty Trust Fund (GSIGTF) and other stakeholders on matters related to the regulation and oversight of private self-insurers.
Provides technical assistance, consultation, and subject matter expertise to internal and external stakeholders regarding insurance, self-insurance, and licensure requirements.
Oversees quality assurance and compliance activities related to the Georgia Drug-Free Workplace Program, including monitoring contracted vendor performance and service delivery.
Oversees vendor contracts, monitors performance metrics, and ensures contractual compliance for division programs and services.
Leads special projects, operational improvements, and strategic initiatives designed to enhance division effectiveness, efficiency, and customer service.
Prepares reports, recommendations, correspondence, and presentations for agency leadership and represents the agency at meetings, conferences, and stakeholder events as assigned.
Serves as Acting Division Director in the Director’s absence and performs other related duties as assigned
State Minimum Qualifications:
· Bachelor’s degree in operations management, business administration, or a related field which includes five (5) years in a managerial or supervisory role;
· OR nine (9) years of related professional experience which includes five (5) years in a managerial or supervisory role
· OR five (5) years of experience at the lower level Sr Mgr, Business Ops (GSM012) or position equivalent

SBWC Specific Qualifications and Competencies
· Have a bachelor’s degree in business, insurance, public administration, or a field relevant to the agency.
· Five (5) years of professional experience serving as an expert in Drug and Alcohol Compliance Management.
· Minimum of five (5) years of experience in property and casualty insurance.
· Significant experience in a leadership role, including project management and supervisory responsibilities. Preferably in the workers’ compensation and/or insurance industry.
· Insurance Background: Advanced knowledge of the insurance policy and endorsements.
· State Insurance Statutes: Ability to understand insurance law.
· Communication: Strong Ability to communicate with diverse stakeholders and represent the department
· Results-Oriented: Ability to achieve results, manage projects to completion, and manage high-level accountability.
· Strategic Problem Solving: Proven ability to troubleshoot and manage organizational change.
· Relationship Management: Ability to establish and maintain productive working relationships with regulatory agencies, industry stakeholders, and internal partners.

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
