About the Department

The Deputy State Highway Engineer/Manager – Environmental Compliance provides a safe, efficient, and reliable transportation system that supports economic opportunity and quality of life and ensures compliance with applicable environmental regulations across all aspects of the West Virginia Division of Highways.  Fulfills the role of Environmental Monitor as outlined in the 1996 FEIS Mitigation Document.  Manages, directs, and oversees the professional work of the Environmental Compliance Division.  Directs and oversees the environmental compliance field staff in the execution of duties as necessary.  Provides research, analysis, planning, and management activities for the Division of Highways in accordance with all federal, state, and local laws regarding environmental regulation. Performs other related duties as required.

Position Duties

• Ensures mitigation commitments developed in the design process are carried out through the construction phase of a project via field staff as assigned. 
• Directs the appropriate field staff to ensure pre-bid and pre-award conferences/meetings are attended to be a resource for contractors. 
• Via field staff, explain mitigation measures for a given project to contractor(s). 
• Via field staff, explain permit conditions for a project based on individual design section(s). 
• Confirm appropriate mitigation measures are constructed, installed, and maintained according to spec. 
• Assure required erosion and sedimentation control measures are installed and maintained on all projects. 
• Validate the proper functioning of mitigation and sediment/erosion control measures on projects over time. 
• Conducts and directs water quality monitoring based on West Virginia water quality standards and other agency standards. 
• Monitors sites for potential production of acidic drainage and establishes necessary protocols if detected. 
• Confirms adherence to all permit conditions during the construction phase via management of field staff. 
• Advise agencies of major construction operations that may have an impact on water quality. 
• Accompany various agencies while conducting field reviews during construction. 
• Support well-trained, competent staff of environmental professionals that comprise field staff. 
• Proactively work toward reasonable expectations in the field based on a consistent interpretation of the environmental permit. 
• Personal contacts may include individuals or groups from outside the Department of Transportation. Certain meetings or conversations may take place outside of the agency in a somewhat unstructured setting. 
• Travel may be required; therefore, a valid driver’s license is required. 

Minimum Qualifications

• A wide range of problems or situations may be presented in this level of knowledge. An understanding of an extensive set of rules, regulations, guidelines, and operations will be required to adequately perform job duties. 
• Knowledge of NEPA and other regulatory and compliance documents such as DEP E&S Manual, etc. 
• Knowledge of methods and techniques used in the collection, evaluation, and organization of data. 
• Knowledge of the organization and programs of the district, agency, or department. 
• Knowledge of state government organization, programs, and functions. 
• Knowledge of state legislative processes. 
• Knowledge of federal, state, and local government relationships as they relate to the program, mission, and operations of the unit and/or department. 
• Ability to plan, direct, and coordinate the program and administrative activities of the unit. 
• Ability to supervise others. 
• Ability to evaluate operational situations, analyze data and facts in preparation for administrative and policy decisions. 
• Ability to establish and maintain effective working relationships with other government officials, employees, and the public. 
• Ability to present ideas effectively, both orally and in writing. 
• Ability to interact with DEP, DNR, US Fish & Wildlife, US Forestry, USGS, and other regulatory agencies as necessary. 

Other Qualifications

REQUIRED TRAINING/EDUCATION
• Bachelor’s degree from an accredited college or university with a concentration in coursework that aligns to the role of environmental compliance officer. 
• Substitution: Experience, as described below, may substitute for the required training/education through an established formula.

 REQUIRED EXPERIENCE 
• Eleven (11) years of environmental or managerial experience which included managerial responsibility and exposure to planning, construction, and environmental compliance.  
• Substitution: A Master of Science degree in civil engineering or applicable environmental content area from a regionally accredited college or university may be substituted for one (1) year of the required experience.

1. Employees enrolled in PERS Tier 1 contribute 4.5% of their gross salary.     The Employer contributes 9%.
