BRIEF POSITION SUMMARY:
Performs advanced (senior-level) managerial work providing direction and guidance for statewide procurement and contract management operations. Work involves establishing long-range and short-term strategic goals and objectives; developing and implementing policies, procedures, and guidelines; overseeing budgets, major expenditures, and compliance with state and federal laws, Texas Military Department (TMD) policies and procedures, and Historically Underutilized Business (HUB) requirements. Oversee daily purchasing and contracting operations for multiple teams and supervise managers, purchasers, and contract specialists. Reports to the Procurement & Contract Services (P&CS) Director and works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
WORK HOURS: Monday - Friday, 8 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
- Direct, plan, and evaluate purchasing and contracting operations across multiple units to ensure timely, efficient, effective, and ethical procurement of goods and services.
- Develop long-range and short-term plans; establish priorities, standards, schedules, and measurement tools for achieving goals; direct evaluation activities and continuous improvement.
- Develop, review, approve, and implement procurement guidelines, standard operating procedures, purchasing methods, specification writing standards, and vendor evaluation criteria.
- Oversee budget planning for procurement operations and ensure requirements of funding sources are met; review and approve major expenditures.
- Ensure compliance with applicable state and federal laws and regulations; interpret legislative changes and adapt methods and procedures to meet operational needs.
- Provide direction and guidance on contract administration policies and procedures, Master Cooperative Agreement (MCA) and Master Construction Cooperative Agreements (MCCA), and related federal agreements.
- Review results of internal audits and external audits (e.g., State Auditor's Office, CPA, federal single audits) and lead the formulation of timely management responses and remediation plans.
- Represent P&CS and the agency at executive management meetings, hearings, HUB forums, panels, and committees; serve as a subject matter expert for procurement and contracting.
- Lead strategic sourcing initiatives and make agency-wide recommendations on procurement and contracts to resolve issues or trends.
- Plan, assign, and supervise the work of others; recruit, develop, coach, and evaluate staff; foster diversity, equity, inclusion, and professional growth.
- Perform other duties as assigned, including service in a supporting role to meet the agency's obligations for disaster response.
MINIMUM QUALIFICATIONS
EDUCATION:
- Graduation from an accredited four-year college or university is required (substitutions allowed).
PREFERRED EDUCATION:
- Graduation from an accredited four-year college or university with major coursework in business, public administration, financial management, supply chain, or a related field preferred.

EXPERIENCE:
- Six (6) years of full-time experience in procurement and/or contract management.
- Seven (7) years of managerial experience.
- Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.
- Experience using statewide financial/procurement systems (e.g., Centralized Accounting and Payroll/Personnel System (CAPPS) Financials, Uniform Statewide Accounting System (USAS) is required.
PREFERRED EXPERIENCE:
- State of Texas experience in purchasing and contracting, including contract negotiations is preferred.
- Experience with major maintenance, renovation, and construction contracts is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE:
- Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
- Certified Texas Contract Developer (CTCD) is required.
- Certified Texas Contract Manager (CTCM) is required.
OTHER REQUIREMENTS:
- Background Investigation. Selected candidate must be able to obtain a CAC and/or pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
- Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.
- Sponsorship. Candidates must be eligible to work in the United States without requiring sponsorship.

Knowledge of:
federal and state regulations relevant to contracts, grants, procurement, and HUB programs;
Comptroller of Public Accounts procurement processes, HUB rules, policies, and procedures;
State of Texas purchasing laws, procedures, and regulations; purchasing methods and procedures;
supply sources and market practices;
Federal Master Cooperative Agreements and Master Construction Cooperative Agreements; and
business and management principles involved in strategic planning, resource allocation, leadership, and public administration.

PHYSICAL/WORKING CONDITIONS
Office work is generally performed in a sedentary office setting, involving sitting, standing and walking to perform job duties. Office work requires extensive use of a personal computer and telephone. Candidate must also be able to lift, carry, move and/or set up equipment and materials weighing up to 25 pounds.
