Director, Technology Delivery Center of Excellence/PMO
Leads the Technology Delivery Center of Excellence (COE) and PMO by defining and
communicating the COE vision, strategy, operating model, governance, and KPIs to standardize
delivery across the enterprise. Oversees enterprise program and portfolio management —
including intake, prioritization, stage-gates, tooling, reporting/dashboards, and
post‑implementation reviews — to ensure projects meet scope, schedule, budget, and value
targets. Partners with business, technical, and executive stakeholders to align investments, shape
resource and budget plans, manage cross-functional dependencies, and drive adoption and
change management. Provides leadership, coaching, and capability-building for PMO and delivery
teams to sustain consistent delivery practices and continuous improvement

Information Services is comprised of over 650 individuals working together to provide effective delivery of system development, implentation and support as well as strategic IT planning and analysis to BJC's Hospitals and health Service Organizations.

Oversees enterprise program and portfolio management —including intake, prioritization, stage-gates, tooling, reporting/dashboards, and post‑implementation reviews — to ensure projects meet scope, schedule, budget, and value targets. Partners with business, technical, and executive stakeholders to align investments, shape resource and budget plans, manage cross-functional dependencies, and drive adoption and change management. Provides leadership, coaching, and capability-building for PMO and delivery
teams to sustain consistent delivery practices and continuous improvement.
Responsibilities:
- Define and communicate the COE and PMO vision, strategy, and operating model to align technology delivery with organizational priorities
- Provide leadership, coaching, and development for PMO and delivery team members to build capability and consistent delivery practices
- Establish governance, standards, and KPIs for program and portfolio performance to drive continuous improvement
- Shape budget, staffing and resource plans in partnership with senior leaders to meet portfolio objectives
Oversee enterprise program management activities, ensuring projects follow standardized methodologies and achieve scope, timeline, and budget targets
Manage portfolio intake, prioritization, and stage-gate processes to optimize value delivery and risk management
Develop and maintain delivery tooling, reporting, and dashboards to provide transparency into program status and performance
Drive post-implementation reviews and lessons-learned processes to improve future delivery outcomes
- Partner with business unit leaders to translate strategy into prioritized initiatives and coordinate cross-functional dependencies
- Serve as a principal point of contact for executive-level reporting and decision support on portfolio trade-offs and resource allocation
- Advocate for change management and adoption practices to realize benefits from delivered solutions
Minimum Requirements
Education:
- Bachelor's Degree
Experience:
- 7 or more years of experience leading technology delivery, program or PMO functions
Preferred Requirements
Education:
- Master's Degree
Experience:
- 10 or more years of experience leading enterprise technology programs with demonstrated PMO establishment or transformation
