DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
The Division Manager provides strategic leadership and operational oversight for the Learning and Performance Management Team, ensuring the effective management, coordination, and continuous improvement of the City’s HEAR employee performance program, the TMS Learning Management System, and the Talent Administrators Community. This role ensures full compliance with applicable policies, procedures, regulations, and laws while delivering high-quality, citywide learning and performance solutions.
The selected candidate will perform the following primary functions:
- Lead, develop, and coach team members to meet performance expectations and deliver strong customer service to departments.
- Manage the citywide administration of the HEAR performance program, including system operations, timelines, communication, training, and technical support.
- Oversee the TMS Learning Management System to ensure accurate data, smooth functionality, and effective delivery of learning content across the organization.
- Support and engage the Talent Administrators Community by providing guidance, resources, and best-practice approaches that promote consistency across departments.
- Partner with departments to assess needs and arrange technical assistance, job aids, training, and solutions that strengthen performance management and employee learning.
- Plan, design, and ensure the delivery of citywide training and instructional materials that support HEAR and other learning initiatives.
- Monitor, and manage program budgets, contracts, agreements, and related documentation.
- Interpret and implement policies and procedures related to learning and performance management; identify improvements to enhance efficiency and user experience.
- Produce reports, correspondence, and executive-level updates related to HEAR, TMS, and other learning and performance activities.
- Serve as a subject-matter resource to leadership and departments regarding learning systems, performance processes, and workforce development initiatives
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
MINIMUM REQUIREMENTS
MINIMUM EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field related to activities of the division
MINIMUM EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience related to the activities of the division are required, with at least three of the years in a supervisory or managerial capacity.
A Master's degree in Business Administration, Public Administration or a field related to the activities of the division may be substituted for two years of non-supervisory experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
Excellent analytical skills and highly proficient with Microsoft Office products. Must have excellent written and verbal communication skills, effective conflict resolution skills as well as the ability to work independently and be forward thinking. Must possess ability to handle all information as confidential and able to multitask to meet deadlines.
