DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
The Division Manager provides leadership and direction for the Learning Experience Team within the Center for Public Leadership and Learning. This role oversees the development and delivery of high-quality learning experiences that elevate leadership capability, enhance team performance, and inspire new ways of working across city. The position ensures effective operations, strong partnerships, compliance with all policies, procedures, regulations and laws.
The selected candidate will perform the following primary functions:
- Lead, coach, and develop staff by setting clear expectations, establishing performance goals, and providing ongoing feedback to ensure high-quality service delivery.
- Oversee the Citywide Training schedule, training operations, and learner registration processes to ensure efficient, accurate, and user-friendly learning experiences.
- Manage and deliver private-cohort training for departments, customizing learning approaches to meet specific organizational needs.
- Maintain and expand partnerships with universities and external learning providers to enhance professional development opportunities for City employees.
- Collaborate with senior leaders and departmental partners to support workforce capability initiatives and strengthen learning engagement across the City of Houston.
- Coordinate the preparation and monitoring of program budgets and expenditures.
- Review and manage contracts, agreements, correspondence, and related documents to support learning initiatives and partnerships.
- Identify opportunities for continuous improvement in learning delivery, communication, and program effectiveness.
- Prepare reports, memorandums, and updates for leadership to support decision-making and ensure transparency of operations.
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
MINIMUM REQUIREMENTS
MINIMUM EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field related to activities of the division
MINIMUM EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience related to the activities of the division are required, with at least three of the years in a supervisory or managerial capacity.
A Master's degree in Business Administration, Public Administration or a field related to the activities of the division may be substituted for two years of non-supervisory experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
Excellent analytical skills and highly proficient with Microsoft Office products. Must have excellent written and verbal communication skills, effective conflict resolution skills as well as the ability to work independently and be forward thinking. Must possess ability to handle all information as confidential and able to multitask to meet deadlines.
