What is the State Land Board?

The Colorado State Board of Land Commissioners manages Colorado’s 2.8 million surface acres and 4.0 million mineral acres of state trust assets held in a perpetual trust for the benefit of K-12 public education. The agency’s mission is to earn reasonable and consistent income over time by managing the assets in a manner that preserves the long-term productivity and value of the land, minerals and improvements.

The Deputy Director and associated work units exist at the State Land Board to manage all operations, finance, and data and IT functions. The Data Services work unit is responsible for oversight, development, analytics and support of the information technologies critical to accomplishing the agency’s mission.

The work unit is responsible for oversight of the agency’s entire technology portfolio. This is achieved through both liaison work and hands-on development, implementation and support of the agency’s tools. The unit manages the relationships between the agency and the Governor’s Office of Information Technology (OIT), and between technology liaisons and product owners in the other DNR Divisions. This unit provides services to plan, manage, and oversee the business operations side for all technology projects and systems; provides representation and advocacy of SLB’s business needs and goals; coordinates the agency’s needs with DNR staff and OIT, vendor and partner staff in the management of the agency’s technology applications, technology support contracts, business data analysis; develops and tracks SLB’s specific technical project expenses to remain within budget as assigned; and ensures accuracy of invoiced services and goods, coordination and support. These services are essential to SLB’s mission.

The Business Product Owner is a professional who makes use of their technical knowledge to bridge the gap between the business and technical aspects of IT systems. The product owner will serve as the technical expert for SLB systems, with emphasis on Netsuite and similar Business Management Systems. This position will carry technical information into the discussions about strategic aspects of the product, understanding the features and capabilities of the systems as well as having an understanding of the business processes and ecosystem. The position will bridge the business and IT development gap, to effectively communicate with both parties through comprehensive understanding of requirements (business or technical), explaining technical terms to the business and business needs to the IT developers. The position will have an unique mix of soft and technical product owner skills including project management, tech expertise and proven development skills, communication, problem solving, decision making, and analytical capabilities.

Specific Duties Include:
Business Technical Expert on SLB and DNR-wide Applications: This position is the senior authority for Netsuite and similar Business Management Systems and the suite of applications critical to the work of and otherwise supporting SLB, including but not limited to human resources and payroll, workflow processing, data storage and management, communications tools and identity management systems. The position must understand the end users, how the technology supports the business process or mission, and must be able to translate business utility into active leadership and management of product roadmaps.

Business Technical Advisor: This position will be the business technical advisor for SLB, and connector to other DNR divisions, during any system design or modification, working with the OIT partners and vendors. This position leads technical discussions of the systems, and understands the software development lifecycle and agile development processes. This position helps and advises business product stakeholders with important technical decisions. 

This position enhances the efficiency of the team by determining how complex systems share data. Assists stakeholders in determining and managing technical user stories. Leads and guides continuous product improvement. 


Critical Outages and Issues Resolution: This position will be the business side technical expert of the system and work closely with vendors and partners in times of crisis, outages, and major issues from discovery to resolution. Will coordinate with various teams to produce after action reports and create plans to mitigate future similar issues. Position determines the strategies and goals for SLB to prioritize system modernization and maintenance efforts. The position guides vendors, partners and SLB in issue tracking and prioritization. Act as the SLB decision maker on any high priority incidents, outages, or major issues with vendors and partners related to SLB systems. Organize communications across all parties to ensure stakeholders are up to date. Follow up and ensure after action reports, lessons learned, and mitigation strategies are developed and implemented.

Minimum Qualifications:

Experience Only:
Eight (8) years of relevant technical systems management and development experience in a dynamic office environment, systems support, project management/supervision,  data analysis, report writing, public presentation, and electronic file management.

- OR -

Education and Experience:
A combination of related education and/or relevant product owner and systems experience related to the work assigned equal to eight (8) years, including project management, supervision, research, data analysis, report writing, public presentation, and electronic file management.  Acceptable degrees include Bachelor’s (substitutes for 4 years of experience) and/or Master’s (substitutes for 2 years of experience) degrees in data science, math, information systems, engineering or closely related field.

Preferred Qualifications:

  • Current or former State experience relevant to this position
  • Netsuite and similar Business Management Systems administrator and developer certifications
  • Product ownership experience in a high volume, contemporary technology environment
  • Experience in an office environment coordinating the work, processes and records in the field of technology systems that support the leasing and mangement of a vast portfolio of land use and real property assets
  • Experience defining research and conducting market research projects to answer questions regarding technology development and systems support of complex business processes, including automation
  • Experience preparing written reports that interpret complex data analysis for a non-technical audience and presenting that information in a concise form orally
  • Experience using GIS
  • Experience in managing legacy server-based systems, data security and systems integrity
  • Experience in working with end users to document, develop, prioritize, budget for, and succeed in aligning technological solutions to user needs
  • Proficiency in workplace applications of Google Suite, Microsoft Office Suite and Adobe

Conditions of Employment: 

  • Colorado residency is required at the time of application
  • A current and valid Driver's license is required for operating a state vehicle.  Position requires occasional travel throughout the state in order to visit users and systems located in 6 district offices
  • Must be willing and able to occasionally exert up to 20 lbs. of force to move objects

A salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work.
