About This Position:

The incumbent applies knowledge of DOTD operations in the management and upkeep of a DOTD district’s asset data within the MMS program. Job duties will include specific analysis to prepare correspondence, documentation, and reports on the status and upkeep of asset records. The incumbent will work with various other district and section personnel to collect and receive information for updating asset records. The incumbent may review engineering plan sets and analyze data from the HQ Construction section, project engineer groups, Agile reports, and contracted maintenance activities in order to determine what asset data must be added or updated.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Services laws, rules and regulations, as well as DOTD policies, procedures, manuals, and directives.

Position Duties

Three years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR

Six years of full-time work experience in any field; OR

A bachelor's degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Ensure that asset records within DOTD’s MMS are kept up to date. Updates may be required due to work done by DOTD maintenance crews, by construction contracts, by maintenance/repair contracts, or by permitted projects..

  • Responsible for specializing in a particular roadway asset type and serving as the subject matter expert for the team. This includes learning information about details, variations, contracts, deployments and potentially changing federal specifications for that asset type statewide. As the subject matter expert, the incumbent will also train team members on and keep team members up to date on any changes or new developments related to their asset type specialization..

  • Responsible for being an onsite aid to their district in the proper recording of maintenance activities on these asset types. This includes both maintenance work performed on a specific asset in the MMS, as well as potential data changes on an asset within that asset’s database, whether online or via tablet mobile software. This also includes troubleshooting for the software and the databases themselves.

Career Progression:  This position may be filled as a as  Program Specialist 1,2, or 3 depending on the level of experience of the selected applicant(s). 
CompensationBelow is the starting hourly rate and premium pay amount for each level. 
  •  Program Specialist 1 -1,348.80/ bi-weekly
  •  Program Specialist 2 -1,443.20/ bi-weekly
  •  Program Specialist 3 -1,652.00/ bi-weekly
