Description of Job
This position is focused on the administration and management of the Buy Clean Colorado (BCCO) Act as prescribed in C.R.S. 24-92-117-118. The statute requires DPA-OSA and CDOT to establish policies related to the global warming potential (GWP) of eligible building materials used in public projects. The position shall apply engineering principles and standards to analyze, establish, and annually update the GWP limits of eligible materials for Colorado public projects. The position will assist state agencies with their public projects on the selection of eligible materials or products that are required to comply with the policy. Additionally, this position must decide solutions to construction problems based on a detailed examination of engineering principles and standards. These solutions must be determined based on sets of inspection, testing, fiscal review, or safety compliance review operations to be used in analyzing engineering plan designs for construction. This position must conduct analyses that involve breaking the problem or case into parts, examining these parts, and reaching conclusions that result in processes. This position serves as a resource or guide by advising others on how to use processes within a system or as a member of a collaborative problem-solving team. The position may also explain work processes and train others.
A summary of the duties and responsibilities will include, but are not limited to, the following:
Policy/Program Management and Training - Communicate proposed climate policies across state agencies and discuss the impact and strategies on the various agencies and their stakeholders. Track program performance, deliverables, and regularly report on program outcomes to support building decarbonization reporting. Perform agency consultation and ensure regulatory compliance. Interface with clients and make presentations to agency design teams and public associations. Design and lead workshops on program development for different interested parties, including developers, code writers, community members, staff, and leadership. Guide teams to meet embodied carbon targets, recommending low-carbon material options and strategies. Coordinate eligible decarbonizing building material information for inclusion in the eligible decarbonizing building materials sales & use tax exemption spreaPolicy/Program Updates and Reporting - Drive continuous improvement and innovation in the practice, by applying best practices, lessons learned and feedback from stakeholders. Seek stakeholder feedback to provide continuous improvement to the policy. Collaborate and facilitate discussions with a wide range of stakeholders including state agencies, institutions of higher education, CDOT, CDPHE (air quality control commission), and others. Support the maintenance of the compliant materials spreadsheet and products list for use with Colorado projects. Continually review EPD databases and relevant online resources for updates in EPD or GWP data for the eligible materials. Collect and store applicable information for a report to the General Assembly. Monitor and report the performance and impact related to embodied carbon. Maintain the list of eligible products meeting the State sales and use tax exemption. Work with the Department of Revenue (DOR) to share the Compliant Materials spreadsheet highlighting new materials with their Sales and Use Tax System division monthly. Frequently review DOR’s Sales and Use Tax System webpages for any necessary updates.
GHG Reduction - Identify new and innovative GHG reduction measures and approaches. Evaluate and interpret Governor Executive Orders, State Statutes, and State and federal regulations related to greenhouse gas emissions. Assist in developing practical and measurable sustainability and climate change programs, including vision, targets, metrics, data collection, GHG, and environmental
inventory development and verification. Conduct desk-based research and synthesize information into key themes to develop conclusions and clearly communicate written recommendations. Stay knowledgeable of trends in the field. Conduct market research and analysis to identify and evaluate potential technologies and solutions to reduce embodied carbon within construction projects. Prepare materials for public consultations and hearings regarding proposed climate and energy policies. Contribute expertise and provide insights regarding the standardization of manufacturer EPD data sheets.
Carbon Strategy - Participate in external working groups to manage the embodied carbon strategy. Participate in working groups centered around embodied carbon/sustainability, Product Category Rule review committees, etc. Represent the State of Colorado at events, conferences, and other community engagement opportunities. Build and maintain relationships with internal teams and external stakeholders. Discuss policy issues with the design and construction community to achieve consensus. Support communications with the Governor's office on energy and climate issues to ensure they are completed in a timely manner.

Minimum Qualifications:
Education/Licensure/Certification/Experience:- Current enrollment as an Engineer Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors
- One (1) year of professional experience in an occupational field related to the work assigned to the position
- Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors will substitute for the enrollment as an Engineer Intern
- Appropriate education in addition to that required for enrollment as an Engineer Intern will substitute for the required experience on a year-for-year basis
The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
