Description of Job

This position manages the State Prevailing Wage and Apprenticeship program, including establishing policy, reviewing and approving all task orders for LCP tracker and oversight of the Prevailing Wage Compliance and Training Specialist. This position is the staff authority on labor compliance for the Office of the State Architect and is a key contributor to the development of the State Architect's annual report to the Capital Development Committee of the general assembly. This position also manages the Emergency Controlled Maintenance program, including approvals, signing authority and budget oversight. This position oversees the capital construction process including controlled maintenance projects for all 13 community colleges as well as 2 universities. This includes making annual site visits and review of current projects and prioritization of all new project submittals. This position is responsible for managing and maintaining the Construction Project Status Report and ensuring that all new projects are added to the document, as well as reviewing all close out documents for accuracy and compliance and then closing out all relevant projects. This position has a direct field of influence within the Office of the State Architect's office, and is considered critical to the agency. Strategic analysis of relevant new legislation is required to ensure any impacts to the State Buildings Program are noted and accounted for. 

A summary of the duties and responsibilities will include, but are not limited to, the following:


  • Management of the Prevailing Wage and Apprenticeship programs including the direction for training and compliance. 
  • Management of Statewide Emergency Controlled Maintenance Program, including tracking spending and budgeting.
  • Assist in the management of the capital construction process including controlled maintenance projects for 13 community colleges and 2 25% universities. Contract management and review process for 13 community colleges, and several agencies and universities. Site visits and review of current projects. Prioritization of new project submittals for all community colleges, and 25% universities. Contributor to the Annual Capital Construction Report to the Capital Development Committee. 
  • Responsible for the project close out process for all 43 agencies and institutions of higher education, and maintaining the Project Status Report for all agency projects.

Minimum Qualifications: 

Experience Only:

At least eight (8) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to at least eight (8) years.


The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

  • Previous State Service related to the work assigned to the position


Conditions of Employment:

  • Travel Required: To review current and proposed construction projects across the State
