Description of Job

This position manages the State Buildings Program inclusive of the statewide construction process including reviewing and recommending capital construction, establishing policy, reviewing, approving and signing-off on building code compliance as required for all state agencies and institutions of higher education. The position provides technical expertise to agencies/institutions on design and construction issues as they relate to capital construction and controlled maintenance (major planned maintenance projects). The position is a key contributor to the development of the Office of the State Architect's annual report to the Capital Development Committee of the general assembly and to the Governor's Office of Statewide Planning and Budgeting. The report includes the prioritized list of recommended controlled maintenance projects for state funding and the expenditure of emergency maintenance funds. The position also trains, assists and provides technical assistance to agency/institution personnel in all aspects of the capital construction administrative process including professional services procurement, contract negotiations and project management. The position reports directly to and advises the State Architect. This position directly supervises two analysts.

A summary of the duties and responsibilities will include, but are not limited to, the following:


Statewide Capital Construction Process: Manages the oversight role of OSA for the administrating of the capital construction process including Controlled Maintenance, prevailing wage and apprenticeships. This includes directing and providing technical assistance for determination of project delivery methods, procurement, contract negotiations, contract administration building code compliance, project closeout procedures and project documentation. 

Professional and Construction Services Procurement: At the State's senior authority, this position is responsible for the oversight of SBP procurement training and technical assistance related to the correct application of policies and procedures, statutory laws, and fiscal and procurement rules. Forty-four (40+) agencies/institutions are formally authorized to manage state funded construction projects through SBP Policies and Procedures.

SBP Policies and Procedures: Controlled Maintenance Program: Participates with the State Architect in the management and compilation of the statewide controlled maintenance program; Annually tours sites to verify and access condition of buildings and infrastructure. Reviews, rates and prioritizes agency requests resulting in statewide budget recommendations for the State Architect. Oversees the staff responsible for the Emergency Controlled Maintenance process. 

Code Compliance Policy: This position is responsible for the development, implementation and technical training to validate compliance with OSA's building Code Compliance Policy for State agencies and institutions. This includes training on new code adoptions and revisions; contract management of the code consultants. Oversees staff responsible for Project Status Reporting and Closeout.

At least nine (9) years of relevant experience in an occupation related to the work assigned to this position

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to at least nine (9) years

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

  • Previous State Service related to the work assigned to the position
