Join DOTD as an Economist 1 - 3

The Louisiana Department of Transportation and Development (DOTD) is seeking an  Economist 1 - 3 to support statewide transportation planning, cost estimating, forecasting, risk management, and value engineering initiatives within the Office of Engineering.

This position serves as a high-level economic resource for DOTD policy and the Highway Priority Program by conducting economic research, analyzing cost trends, supporting project cost estimates, and developing tools and reports that assist leadership in making informed project delivery decisions.

This role is ideal for an economist or research professional who enjoys data analysis, forecasting, economic policy, transportation infrastructure, and developing practical tools that support major public investment decisions.

Job Duties:

  • Conducts economic research and analysis related to DOTD policy, transportation projects, and the Highway Priority Program.
  • Develops, implements, and maintains cost estimating tools, methods, programs, and forecasting resources for DOTD transportation projects.
  • Collects and analyzes economic data, cost trends, bid history, indices, and other information affecting transportation project estimates.
  • Prepares and distributes economic trend reports, statistical analyses, presentations, and recommendations for DOTD leadership and project delivery teams.
  • Supports risk management and quality assurance efforts by helping identify project risks, cost trends, and mitigation strategies.
  • Assists project managers, design staff, and executive-level stakeholders with cost estimating, forecasting, and economic analysis.
  • Supports Critical Projects and Innovative Procurement efforts, including alternative delivery, value-for-money analysis, pre-procurement assistance, and cost estimate reviews.
  • Develops, coordinates, and manages Value Engineering Program activities consistent with applicable requirements, policies, and guidance.
  • Represents DOTD on cost estimating, value engineering, AASHTOWare, or related technical committees and workgroups.
  • Performs other duties as assigned, including emergency or disaster support activities.


Position-Specific Details:

Career Progression: This position is part of a Career Progression Group and may be filled at the Economist 1, Economist 2, or Economist 3 level based on the qualifications of the selected applicant and agency needs.

Appointment Type: This position may be filled as either a probational appointment, promotion, or by detail to special duty.

Compensation: Additional compensation may be considered for applicants who possess extraordinary job-related qualifications or credentials in accordance with State Civil Service Rule 6.5(g) and DOTD policy. Any such consideration is subject to approval, verification, and applicable pay limitations.
