The incumbent of this position functions as Assistant to the District Administrator (Engineer 9) for District 03 Operations. As such, the incumbent is responsible for planning, managing , directing and evaluating the effectiveness of the district's operations, to include movable bridges, road side development, equipment/vehicles, traffic engineering and operations; district-wide maintenance of roads, bridges, pump stations, and state owned facilities.  This position also serves as the ESF-3 Coordinator for District 03 emergency operations and response.

This position is in District 03 and reports to the District Administrator.

Position Duties

Possession of a current Louisiana license to practice professional engineering plus one of the following, which must include two years of experience at the supervisory level or above:

Four years of licensed engineering experience; or

Eight years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Other Qualifications

Job Duties:

  • Leads and directs district-wide operational functions including road and bridge maintenance, roadside development, facilities maintenance, traffic operations, traffic engineering, equipment management, and emergency response planning.
  • Oversees legal coordination for the district, serving as the primary contact for lawsuits and Public Records Requests, providing information, answering interrogatories, and representing the agency in legal proceedings.
  • Serves as appointing authority for all personnel under the chain of command, managing performance evaluations, disciplinary actions, and ensuring adherence to agency policies and procedures.
  • Administers the District 03 Random Drug Testing Program as the designated Testing Coordinator.
  • Builds and maintains effective working relationships with federal, state, and local officials, contractors, consultants, and the general public.
  • Performs additional duties as required, including support for emergency and disaster response activities.

Compensation : SER Rate of $3812.00 Bi-Weekly / $47.65 Hourly

Licensing Requirements: Must have a current Louisiana Professional Engineering License.
