This position performs complex assignments in the Construction Contracts Unit in a specialized area that requires substantial training and expertise beyond the advanced journeyman level. This position is independently responsible for the preparation and assembly of the most complex and/or highest priority construction bid proposals and construction specifications for projects in the DOTD construction program.

Position Duties
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus four years of sub-professional engineering experience; OR
Twenty-four semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics; OR
A bachelor's degree in engineering, engineering technology, construction management or construction technology.

Job Duties:
Serves as the Department's only engineering technician insurance expert, obtaining required insurance certificates from the successful bidders for the Department's road and bridge construction program. Checks AM Best's rating to ensure insurance companies are authorized to do business in the State of Louisiana and have an A-:XI or higher rating.
Maintains electronic records of insurance policies for each contract and tracks when insurance need renewal to avoid expiration. Sends notifications to Contractors and Project Engineers for required insurance renewal.
Works with Legal Section and Office of Risk Management to resolve issues with the Contractors' Insurance.
Drafts and/or finalizes construction bid proposals for the most complex and/or highest priority projects.
Reviews project correspondence files to ensure that all conditions of permits, agreements, and miscellaneous memoranda have been complied with and incorporated in the construction plans and bid proposals.
Assembles construction bid proposals and construction specifications, consisting of standard forms, special provisions, supplemental specifications, required federal contract provisions, minimum wage determinations, letter-size plans, and schedule of bid items and quantities, all of which may require customization for each individual project.
Prepares addenda as necessary to address plan revisions, specification revisions, or bid documents errors during the advertisement period.
