DESCRIPTION OF WORK
In this role, you will oversee inspection staff and ensure that environmental construction projects are completed according to industry standards and contract requirements. As a Environmental Projects Construction Inspector Supervisor, you will perform the following duties:
- Team Leadership: Manage work flow, time schedules, and review work performance of inspection staff assigned to the area
- Project Oversight: Review construction activities and ensure compliance with plans, specifications, and schedules according to contract requirements
- Field Testing: Supervise tests such as soil density, material moisture, aggregate gradation, and water quality
- Problem Resolution: Address on site project issues and coordinate solutions that meet contract expectations
- Data Documentation: Gather and verify proper field measurements and records for reports, pay estimates, and as built plans
- Contract Coordination: Discuss project progress with contractors and support understanding of technical requirements

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
- This is a field position that will cover project sites in the following counties: Allegheny, Armstrong, Butler, Cambria, Cameron, Clarion, Clearfield, Elk, Fayette, Indiana, Jefferson, Somerset, Washington, and Westmoreland. You will be expected to report to the Cambria District office on an as needed basis.
- Telework: You will not report into an in-office location on a regular basis. Instead, you will work from home (telework) when you are not traveling to project sites. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.
- Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

- This posting is restricted to Department of Environmental Protection employees only.
QUALIFICATIONS
Minimum Experience and Training Requirements:
- Two years as an Environmental Projects Construction Inspector; or
- Four years of construction inspection experience on heavy construction projects such as dams, flood control projects, mine reclamation projects, treatment plants, hazardous waste projects, airports, highways or utility installations; or
- Two years of construction inspection experience on heavy construction projects such as dams, flood control projects, mine reclamation projects, treatment plants, hazardous waste projects, airports, highways or utility installations, and an Associate Degree in Building Construction Technology, Survey Technology, Civil Engineering Technology, Construction Engineering Technology, or a closely related field; or
- An equivalent combination of experience and training.
Special Requirement:
- This position requires possession of a valid Pennsylvania driver's license.

Promotion Without Examination (PWOE):
- Class Restrictions for Promotion Without Examination Only - You must have or have held regular civil service status in one of the following classifications:
- Environmental Projects Construction Inspector
- Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
- The promotion without examination requirements are issued in accordance with merit system employment regulations.
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
- Applicants must have a minimum of one year in the next lower class by the posting closing date with no break in service.
