*This is a fulltime Select Exempt Service (SES) Environmental Supervisor II position working with the Department of Health in Lee County.*
This position serves as Environmental Supervisor II-SES with the Environmental Health section of the Florida Department of Health in Lee County (DOH-Lee). This is a professional position supervising Environmental Specialists involved in the prevention of disease transmission caused by environmental factors and the epidemiological investigation of illness outbreaks. It includes the administration, operation, enforcement, and quality control of assigned environmental programs serving the needs of the residents and tourists within Lee County. The incumbent in this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36, Florida Administrative Code.
This position spends 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets.
This position is responsible and accountable for supervising subordinates specializing in environmental health programs associated with Chapter 62-6, Onsite Sewage Treatment and Disposal Systems (OSTDS), as well as other programs including mobile home/RV parks, and various sanitary investigations under the direction and guidance of the OSTDS Coordinator overseeing this program.
Responsibilities and activities include, but are not limited to, supervising, overseeing and/or conducting “day with” quality assurance investigations with each subordinate at least once every six months and implementing performance corrective action plans as needed to promote effective, efficient work efforts. This position will review all inspection records and support documents generated by the staff under its supervision. Specific responsibilities include, but are not limited to, assisting the OSTDS coordinator with quality assurance monitoring, process improvement, review of residential and commercial applications, and coordination of pre-service and in-service training.
This position is responsible for the oversight and supervision of specialists assigned Specialty System programs within OSTDS including, but not limited to, review of new systems, permitting, inspecting, pre and post paperwork, maintenance entity regulation and all associated fees, generating reports to track the progress of the program, and any enforcement regulation required.
This position is responsible for the oversight and supervision of those specialists regulating OSTDS Septic Tank Abandonment Program. Initiates notices for delinquent properties and initiates and assures enforcement policy is followed to compliance for violators.
Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensure all staff complete required training and are offered additional training.
Confers with state, city, and county officials, contractors, professional engineers, and community business personnel regarding OSTDS matters. Attend meetings as requested or required.
Responsible for maintaining a county vehicle inventory list, including, but not limited to, proper maintenance and reporting of any mechanical or body problems and cleanliness.
Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
- Knowledge of basic computer skills and Environmental Health Database program
- Knowledge of and skill in using field equipment required, including but not limited to operating a laser level, shovel, auger, Munsell Soil Color Charts, drill, digital camera, and other equipment as deemed necessary to perform inspections
- Knowledge of supervisory principles and practices
- Knowledge of office procedures and practices
- Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences
- Knowledge of standard business formats and styles for letters and business forms
- Knowledge of correct spelling, punctuation, and grammar usage

- Skill in operating and maintaining assigned county vehicle per state and county regulations

Qualifications:
- Position requires a bachelor’s degree with a minimum of 30 credit hours in a related science filed.
- Certified Environmental Health Professional in the OSTDS program or Registered Sanitarian Certification FEHA or NEHA as required by Florida Statute 381.0101. Certification must be maintained every two years as required by Florida Statute
- Positions in the Department of Health responsible for performing environmental health and sanitary evaluations in a primary program area of environmental health require certification in accordance with Section 381.0101, Florida Statutes. Requirements for certification are found in 64E-18.004(3) and include a bachelor’s degree from an US accredited college or university with major coursework in environmental health, environmental science, or a physical or biological science.
- Possess a valid driver’s license and have a motor vehicle to carry out these duties.
