TYPE OF APPOINTMENT ISSUED: This position is excluded in the Educational Officers' Bargaining Unit and will be filled as a limited term vicing appointment.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Position Duties
Under the general supervision of the Assistant Superintendent of the Office of Facilities and Operations, the Facilities Business Director:
1. Administrative Leadership: Maintains management controls over operations of the assigned programs and responsibilities to ensure that planned levels of accomplishment are attained.
a. Determines strategic direction of the Branch and oversees all program activities to ensure performance in accordance with prescribed direction, policies, and procedures.
b. Accompanies or represents the Assistant Superintendent of OFO in meetings with the Deputy Superintendent of Operations, Superintendent, Board of Education, legislative hearings, and other civic and community groups on accountability matters. When directed, may represent the Assistant Superintendent of OFO in his/her presence on matters concerning other OFO branch functions.
c. Confers with high-level administrative and technical personnel in the Department of Education (Department) and other state/county agencies to facilitate the accomplishment of program requirements and resolve issues.
d. Oversees construction procurement including protests, contract administration, fiscal management, and related reports.
e. Prepares testimony, correspondence, and responses to inquiries from the Governor, Legislature, or other agencies and individuals.
f. Directs the development and conduct of various administrative staff services, including the formulation of policies and business management procedures, standards, and controls.
g. Coordinates and reviews the effectiveness of program plans. Evaluates and makes recommendations on corrective actions to the appropriate levels of management to address reported deficiencies in meeting program requirements.
h. Provides technical consultation to improve school and program performance in meeting standards and objectives related to the Branch functions.
i. Directs the analysis of data for decision-making purposes on accountability controls, including budget and internal control measures.
2. Supervisory Functions: Plans, directs, coordinates, and evaluates the work of subordinates:
a. Establishes work performance standards for positions under immediate supervision, evaluates job performance, and discusses ratings with subordinates to meet state requirements and to improve performance.
b. Identifies and establishes staffing and training requirements. Sets training policies and standards for procedures used in hiring staff, promoting staff to higher-level positions, and governing staff conduct in carrying out duties.
c. Establishes technical standards covering products prepared by the Branch.
d. Plans, directs, coordinates, and reviews the operating budget requests of subordinate supervisors and oversees expenditure of operating funds.
e. Reviews and takes action on recommendations for promotions, transfers, demotions, and other personnel actions; conducts interviews and selects persons to fill branch vacancies after consultation with subordinate supervisors; schedules and approves requests for leaves of absence; and evaluates the performance of subordinate supervisors and reviews their ratings of the staff.
f. Instructs subordinate supervisors on methods to be employed in resolving program problems; interpreting law or changes in the law, rules, regulations, policies and procedures; and solving program matters.
g. Supervises preparation of or writes position descriptions for positions in the branch and initiates, prepares, and submits documents for personnel actions.
h. Oversees Branch personnel oversight including but not limited to personnel vacancies, evaluations, position descriptions.
i. Ensures staff is trained in the various steps of the construction procurement process including source selection methods of construction procurement, procurement protests, contract drafting, scope of work, and negotiation of contract terms and conditions most favorable to the State and the Department.
j. Reviews and approves complex contract problems. Oversees complaints investigations against contractors/vendors as needed.
3. Technical Responsibilities
a. Serves as subject matter expert for OFO on facilities business operations, including construction procurement, fiscal controls, and compliance matters.
b. Interprets and communicates laws, rules, regulations, and policies governing Branch programs.
c. Provides guidance to school administrators, complex area leadership, and program managers regarding facilities business procedures and requirements.
d. Ensures compliance with state construction procurement statutes and administrative rules.
e. Oversees administration of OFO electronic procurement functions.
4. Performs other related duties as assigned.
Minimum Qualifications
Education: Graduation from an accredited college or university with a bachelor's degree in business administration, public administration, accounting, finance, engineering, construction management, or related field.
Experience: Nine (9) years of responsible professional work experience in facilities business operations or related field of which five (5) years shall have been in an education program, government agency, or system including two (2) years of supervision of professional staff.
Desired Experience: Five (5) years of progressively responsible work experience in one or more of the fields of construction procurement and contract administration, building maintenance, and capital improvements planning.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
Knowledge: Effective communication and leadership principles; change management and organizational behavior; operations and productivity management; basic research methods and statistics; budget preparation and execution; laws, rules, regulations and administrative procedures pertinent to the areas of assignment; principles and practices of supervision and management.
Desired Knowledge: Applicable State laws, departmental rules and regulations, policies and procedures relating to construction, budgeting, construction procurement; general principles of management, supervision, and public relations; basic understanding of the Facilities Business Branch, Facilities Development Branch, and Facilities Maintenance Branch, OFO Capital Improvement Program and Office of Campus Operations and Support (OCOS) programs.
Ability to: Manage staff services, functions and activities; deal effectively with federal, state, county and departmental officials and others to accomplish program goals and objectives; communicate effectively with others both orally and in writing; operate computer and other business machines.
Desired Ability to: Exercise discretion and sound judgment in a managerial capacity in prioritizing projects and carrying out assignments, organizing projects and completing work within limited time/other constraints; set, model and uphold high ethical behavior and standards for staff; supervise the work of others and/or instruct staff as appropriate; prepare reports; evaluate effectiveness of programs to recommend direction or priorities to achieve program goals and objectives; improve and implement programs and procedures; assist districts, complexes and schools in the coordination and implementation of the programs.
Other Qualifications
SALARY RANGE: EOSR-10, $130,120 to $184,201.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $130,120.
NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
