The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

 

Through effective planning, purchasing and oversight, DCH provides access to affordable, quality health care to millions of Georgians, including some of the state's most vulnerable and under-served populations. Six enterprise offices support the work of the agency’s three program divisions. DCH employees are based in Atlanta, Cordele and across the state.

The Department of Community Health is seeking a qualified Financial Analyst 1 for the Financial Services Unit of the Office of Financial Management. This role is responsible for reaching out to providers, doctor offices, hospitals, nursing homes and dialysis facilities to collect payment for outstanding balances owed to the State (Georgia Medicaid) due to claims adjustments, incentive payments, Audits, re-establishment of voided check & various other reasons. Acts as the liaison between DCH and providers/provider facilities and manages overdue accounts. This is a hybrid position that requires in-office and remote work with the approval of the supervisor. The days and frequency in the office can change at any time during employment, based on the business needs of the organization.

Position Duties

  • Performs job responsibilities with minimal supervision
  • Collect payments on outstanding balances
  • Create a list of people who have not made payments
  • Organize list according to severity of delinquency and amount owed
  • Locate providers using MMIS database, the Internet, assistance from the Provider Enrollment Department and/or CMOs
  • Call providers using telephone
  • Status account according to the step you are on
  • Inform providers of overdue accounts and amount currently owed
  • Attempt to collect payment
  • Ensure all provider information is correct, including phone numbers and addresses
  • Set up repayment plans if provider is approved
  • Offer advice or refer providers to Hewlett Packard Enterprise
  • Record all providers’ comments
  • Send Demand letter to provider
  • Initiate proceedings or turn over account to legal department/Assistant Attorney General for collection
  • Close account/update status to reflect balance paid off

Experience and Required Skills

  • Ability to review financial reports
  • Possess strong analytical, critical thinking and problem solving skills
  • Ability to provide support and respond requests from management and team members
  • Demonstrates effective verbal and written communication skills
  • Proficient in Excel – knowledge of working with queries, importing and exporting data and performing VLOOKUP


Minimum Qualifications

Associate degree in a related area from an accredited college or university and one (1) year of job-related experience in accounting, billing, collection systems, or claims; or One (1) year of professional job-related experience in general accounting, billing, and collection systems and/or claims.
