Position Duties

Qualifying Requirements:
Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will receive notice of your eligibility status via email.
- WORK EXPERIENCE: The application must clearly show six (6) months of full-time experience in data management and municipal finance and budget, investments, financial and/or budget management. (Less than full-time experience will be calculated on a pro-rated basis.)
- EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree in Business, Finance, Public Management, Economics or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
- EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position, based on the sum of work experience and education/training listed above. The Total Qualifying Requirement is four and one half (4 1/2) years. (See NOTE under the General Application Requirement Section above regarding the verification of education/training).

Other Qualifications
- Utilizes, recommends and reconfigures systems and information used for reporting metrics, cash management and revenue collection functions of the Department of Finance.
- Develops a system of operations that provides operational, analytical and managerial support functions, as well as occasional IT resource management for other units of the Finance Department and for interdepartmental projects (i.e. contract and lease database creation, report creation and management, training for staff on managing their reporting and data functions, etc.)
- Provides analysis and interpretation of data to Director of Finance and other Department leaders for analysis, reporting, department staffing decisions and budgeting.
- Acts as the departmental problem solving unit for very complex and confidential planning, budgeting, investment and staffing decisions.
- Assists upper management with improving departmental effectiveness, problem solving, and implementation plans and programs.
- Develops relationships with employees in other City Departments, and represents the Director/Treasurer appropriately when working with those employees; provides data and other information to City Council when required.
- Assists with the development and maintenance of information systems within the Department; recommends and helps implement changes.
- Provides research and reports on various topics required to properly manage and improve the Department.
- Provides assistance to other department employees with data acquisition, interpretation, and management to ensure they are working effectively and efficiently.
- Assists in the investment, borrowing (i.e. bonds) and cash flow analysis of City funds and pension and OPEB funds.
- Generates reports on the daily Real Estate Tax, payroll preparation, Earned Income Tax, licenses and permits and other income/revenue totals; recommends and establishes systems for management of the revenue stream and reporting of revenue.
- Communicates with the Director of Finance and other department leaders to ensure they are prepared with quality data and information for any meetings or presentations they have that day.
- Identifies problem areas in the administration of the department; offers proactive advice for management on possible problems or staffing/contracting needs.
- Performs activities and functions of related personnel and related tasks and duties as assigned or required.
