Brief Job Description:
The Texas Health and Human Services Commission seeks highly qualified candidates to fill a Rural Hospital Grants Financial Examiner position within the Office of Rural Hospital Finance in the Provider Finance Department. This position will be part of an innovative state-funded grant program targeting rural hospitals. This position joins a team that makes a positive impact on the operations of rural hospitals and their ability to provide health care services to rural Texas communities. The Rural Hospital Grants Financial Examiner will be responsible for performing advanced (senior-level) financial examination and financial analytical work related to rural hospital grant programs.
The Rural Hospital Grants Financial Examiner will design, develop, implement, modify, and maintain: dashboards; computer applications, spreadsheets, and other analytical tools used in the collection and analysis of grant program data; and data analysis methods and procedures. Work involves ensuring the accuracy of collected financial data and that the collected data is the best measure(s) or indicator(s) to determine the extent to which the goals of a grant have been achieved and measure the impact grant funding is having on its grantees.
Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. The best fit for this role is someone who can adapt to change, has an eye for detail, and is a self-starter.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF 1 - With direction from the Grants Manager, this position develops tools and dashboards to provide leadership and team members with the ability to monitor various stages of the grant life cycle, grant budgets, reporting compliance, and other data that may document and/or demonstrate the grant programs’ operations. Work involves establishing financial data collection and its analysis for grant applications and reporting requirements. This position will recommend and assess grant applications for accuracy of financial data and financial reporting requirements to ensure the financial data from applicants and grantees is attainable, reasonable, and will provide sufficient measurement or indication of the outcomes for which it is intended to measure. The position will periodically assess financial data reporting for grants and identify areas of progress, improvement, or concern; makes recommendations; and assist in resolving problems related to financial grant reporting. Work includes the coordination of fiscal analysis of the Office of Rural Hospital Finance grant programs to determine their effect on the rural hospitals. Develops reporting templates for grant applications and financial data to be reported by grantees. Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation. Responds to internal and external stakeholder inquiries about financial reporting and provides interpretation on technical questions of financial and regulatory compliance with applicable state and federal statutes and regulations. (30%)
EFJ 2 - With direction from the Office of Rural Hospital Finance leadership, this position involves leading efforts to develop a methodology and formula to distribute grant funding to eligible entities and monitoring its impact. The position will liaise with contractor(s) and other HHSC teams to ensure formula funding is calculated and distributed accurately according to legislative and statutory requirements. Prepares and/or oversees the completion of all documentation necessary to implement state-funded grants for financial stabilization. Work may involve the development of financial forecasting models to account for various grant funding scenarios and anticipated financial performance. Work may involve creating an annual financial monitoring plan and measures to identify changes in rural hospital activity from year to year. Assists Grants Manager with the development and implementation of fiscal data collection policies and procedures internal to the Office of Rural Hospital Finance. Provides input in the development of procedures for calculating grant awards. Interprets state and federal fiscal policies, procedures, and regulations; and maintains knowledge of state and federal funding policies and regulations as they affect the grant program(s) operations and project fiscal responsibilities. Assists Office of Rural Hospital Finance leadership in preparing financial analysis and ad hoc budget/financial reports, as needed. (30%)
EJF 3 - Provides critical oversight to ensure that financial reporting related to grant funding budgeting and other grant funding-related fiscal reporting meet required state and federal standards. Monitors ongoing project and operational financial data and makes recommendations for future actions based on findings. Work involves compiling, reviewing, analyzing, and examining financial data, including financial statements, to identify accuracy of documents submitted by grantees to support the intended use of grant funds. Examines records to verify assets and liabilities, operating trends, and affiliated business transactions to determine solvency and grant compliance. Oversees the monitoring of grant program allocations and forecasted expenditures. Conducts analyses of actual expenditures, including identifying expenditure patterns and trends; and prepares periodic program reports and statistical analysis using Word, Access, Excel, PowerPoint, SASViya, Tableau, and/or PowerBI. (20%)
EJF 4 - Develops internal and external reports and presentations related to budgeting, financial planning, cost accounting, individual and aggregate project allocations. Reviews, analyzes, evaluates financial data and may oversee the work of others that perform budget monitoring and forecasting projections for state-funded grant program(s). Assists Grant Manager with writing and compiling reports for state legislature, community stakeholders and HHSC leadership. Contributes and assists with developing briefing documents to provide data and obtain authorization and executes management's decisions. Prepares training materials to assist team members with improved knowledge about fiscal analysis and reporting, high quality written project reports, advanced policy research, analysis, and evaluation of complex policy and operations issues, summaries, issue papers, correspondence, bill analyses, and memorandum for senior and executive management review and decision-making documents as assigned or as needed. (20%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of data analytics, including data quality and integrity processes.
Knowledge of statistical analysis and techniques; auditing and accounting standards and techniques; statutory accounting principles (SAP) and generally accepted accounting principles (GAAP); financial and industry terminology and practices; and corporate structures, business operating procedures, management controls, and internal reporting techniques.
Knowledge of hospital finance and operations.
Knowledge of financial analyses and examination procedures for healthcare related entities, and industry terminology and practices, and of statistical analysis.
Skill in the use of a computer and applicable software, and in data modeling.
Skill in reviewing and interpreting data reported in Medicare Cost Reports.
Skill in managing multiple and competing priorities.
Ability to query, build and run reports in CAPPS Financials.
Ability to perform and interpret numerical analyses; to interpret statutes; to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations; to prepare reports and correspondence regarding findings; to communicate effectively; and to supervise the work of others.
Ability to review financial statements, reports, records, budgets, operational procedures, and forms; to manage projects for timely completion; to conduct investigations; to prepare concise reports and correspondence; to apply relevant rules, regulations, and statutes; to communicate effectively; and to supervise the work of others.

Intermediate MS Excel skills such as, data modeling, dashboard and chart creation, Power Pivot, and Power Query use.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in public administration, health care administration, management information systems, data science, business administration, accounting, or finance or a related field. (Transcripts may be required)
A minimum of 2 years of work experience in financial examination and preparing financial/budget reports.
A minimum of 2 years of work experience using MS Excel at an intermediate proficiency level.
Preferred Criteria:
Two or more years full-time work experience in an acute care hospital administration or paid work experience performing fiscal analysis or other financial/revenue cycle analytical work for hospitals.
Intermediate or advanced experience with data visualization tools such as Tableau, Statistical Analysis Software (SAS), Power BI or other similar programs.
Two or more years work experience using financial queries and/or reports.
Additional Information:
This position will be required to work in office at the North Austin Complex two days a week in compliance with agency requirements. This requirement is subject to change.
