(Fiscal Analyst 4)

Schedule: This is a full-time position. Work schedule is normally Monday through Friday, 8 a.m. to 5 p.m.; however, incumbents must be willing to workdays or hours outside of their approved schedule as required to meet business needs. Flexible/Hybrid is an option.

Travel Requirements: Incumbent may occasionally travel during and outside normal work hours throughout the state, including rare overnight stays.

About the Agency:
Energy Facility Site Evaluation Council (EFSEC) provides a “one-stop” siting process for major energy facilities in the State of Washington. EFSEC coordinates all evaluation and licensing steps for siting certain energy facilities in Washington. EFSEC specifies the conditions of construction and operation and manages an environmental and safety oversight program of facility and site operations. EFSEC maintains jurisdiction over project sites from application until eventual decommissioning and reclamation of the site. The Council's responsibilities are listed in the Revised Code of Washington (RCW)80.50. These responsibilities include siting large natural gas and oil pipelines, thermal electric power plants that are 350 megawatts or greater and their dedicated transmission lines, new oil refineries or large expansions of existing facilities, and underground natural gas storage fields. Energy facilities of any size that exclusively use alternative energy resources (wind, solar, geothermal, landfill gas, wave or tidal action, or biomass energy) can opt in to the EFSEC review and certification process as with certain electrical transmission lines.

About this Opportunity:
The Fiscal Analyst 4 (FA4) reports to the Director of Administrative Services and supports the agency's mission by serving as the accounting expert and primary advisor on budgetary decisions. This position is essential to the development of agency financial structure, the payment of bills, the preparation of invoices for accounts receivable, the analysis of expenditure trends, maintaining accurate cost allocation processes and other facility related fiscal oversight. This position is crucial to budget development and determining internal and adjusted allotments. It also supports the collection and reporting of data so the agency can plan and improve performance. This position is directly responsible for reviewing, creating, monitoring and renewing state-wide goods and services contracts for the agency. The FA4 coordinates with EFSEC staff, Facilities, and other state agencies, ensuring that DES accounting services has all information for maintaining and documenting information related to billings and invoice payments. These services include; manage and maintain program tracking systems and financial documentation for billings, facility regulatory compliance, and the EFSEC contactor oversight program as needed; drafts and prepares policy and procedure documents as needed manages electronic databases and SharePoint Libraries; and assists EFSEC Managers in fulfilling their job responsibilities. Successful performance in these areas contributes to the Organizations mission, which is to provide an effective "one-stop siting and compliance process" for major energy facilities in the State of Washington. Provides support to the EFSEC Managers and Administrative Law Judges as needed to conduct prehearing conferences and EFSEC adjudicative proceedings.

Position Duties

Duties and tasks associated with this position include:

  • Mentor staff and share knowledge with a broad audience; Network with DES fiscal staff/staff at other agencies to devise best practices in a wide range of accounting areas. 
  • This position is directly responsible for reviewing, creating, monitoring and renewing state-wide goods and services contracts for the agency. Submit A19, A45s, A17s, and other Accounts Payable and Accounts Receivable paperwork for DES to process. 
  • Ensure that all travel is within statewide guidance, review requests for travel exemptions.
  • Ensure that all payment for goods and services for the agency meets the required statewide procedures.
  • Verify that all supporting documents and files are retained per EFSEC’ records retention schedules. 
  • Create guidance documents, resource materials, desk manuals, and other assistive materials for staff.
  • Create and maintain agency accounting policies, to include mandated and agency specific policies and procedures.
  • Support all accounting audits to include fiscal and financial audits required.
  • Establish internal and external controls for all financial activities within the agency and council activities. 
  • Present annual fiscal reports to Executive staff, the agency, or the Council. 
  • Complete expenditure reviews monthly to ensure that all financial spends are accurately reflected by DES’ Accounts Payable.
  • Review all weekly cash receipts to ensure correct information is being reported. 
  • Work with DES’ SAFS on the creation of new LOI, Project codes, Subcodes, and programming codes to ensure that all information entered into CAMS is accurate.
  • Present project Cost Allocation assessments for review to the Executive Director and later to DES for fiscal application. 
  • Work directly with DES’ SAF to establish agency specific accounting procedures, ensuring proper internal controls are used, and processes are documented in desk manuals and correctly implemented in automated systems.
  • Use problem-solving skills to find and correct accounting errors. 
  • Work closely with the Contracting Specialist to streamline processes and maximize the efficiency and effectiveness of new and existing financial technology. 
  • Recommend implementation of new processes and procedures to ensure the agency remains within compliance.

Minimum Qualifications

Required Qualifications:

  • An experienced financial leader with 8+ years of advanced fiscal management experience. Proven track record of stewarding large-scale agency financial resources and driving strategic fiscal health.

  • Proven experience using the state accounting system (AFRS) and payroll system (HRMS).   

  • Familiarity with state policies and travel regulations.  

Preferred/Desired Qualifications:

  • Demonstrated expertise in overseeing high-value financial resources, complex budgeting, and fiscal strategy.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays 
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday. 

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave 
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave. 

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.  

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave 
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
