About the Department

Step into the role of Fiscal Management Specialist 2 with the Department of Human Services (DHS), Division of Budget and Contracts and help guide the financial operations that support vital programs across the Commonwealth. This position gives you the chance to work with contracts, budgets, and analytical tools that strengthen decision making. You will work closely with leadership and program partners to ensure accurate financial information is available when needed. This opportunity is ideal for someone who enjoys solving problems and improving financial processes.


Position Duties

This position supports the financial operations of the Office of Medical Assistance Programs (OMAP) by assisting with budgeting, contract appropriations, and fiscal analysis throughout the year. It plays a key role in ensuring that expenditures, contracts, and financial reports are accurate and aligned with program needs. As a Fiscal Management Specialist 2, you will perform the following duties:

  • Budget Monitoring: Prepare tracking tools, review financial reports, and identify potential issues
  • Contract Support: Update spreadsheets, coordinate funding information, and guide staff on budget availability
  • Financial Review: Approve commitments, work with partner offices, and verify account code structures
  • Data Analysis: Gather information, review data to determine budget impact, develop recommendations, and present results
  • Report Preparation: Create financial summaries, updates, and documents for leadership
  • Technical Assistance: Provide guidance to program and contract staff on fiscal procedures and tools

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg, PA. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

Minimum Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of experience in professional fiscal administration, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
