POSITION SUMMARY: The General Manager, Budget, will serve as financial liaison with other divisions as well as other departments within the Business Services Team to ensure integrated responses to district financial issues and needs. The General Manager, Budget will provide service expertise to community members in regard to the financial integrity of the district.
SPECIFIC DUTIES & RESPONSIBILITIES:
• Plays an integral part in the preparation of the district’s budget and property tax millage assessments.
• Works with other divisions and Florida Department of Education in the projection of Full-Time Equivalent (FTE), which is vital to the district’s budgeting process.
• Supports the district’s business operations by performing high-level budget and expenditure trend analysis to ensure continuous improvement.
• Keeps abreast of federal, state, and local laws to ensure reporting compliance. Maintains knowledge of standard governmental accounting procedures, Governmental Accounting Standards Board (GASB), and Generally Accepted Accounting Principles (GAAP) requirements.
• Assists the chief business officer as needed.
• Reviews policies and procedures in order to make recommendations to improve upon and standardize the processes.
• Inspects and analyzes operations within the area of assignment to take action to continuously improve procedures, services, and support to schools and work locations. Title: General
• Conducts training of employees in the procedures and techniques required in the department. Assists staff by providing technical guidance and direction.
• Establishes cooperative relationships with district departments, employees, and suppliers effectively communicating and interpreting policies and procedures as necessary.
• Identifies and resolves departmental issues, with reference to higher authority as may be required for corrective action.
• Represents the department at meetings with other school district departments, suppliers, and other public agencies, pertaining to the division.

QUALIFICATIONS: The requirements listed below are representative of the knowledge, skill, and/or ability required to perform this job successfully.
Education: A master’s degree. Degree or formal training in business/accounting and/or extensive payroll background preferred.
Experience: Eight (8) years of increasingly responsible experience in accounting, budget, or finance preferred, with five (5) years of related management or supervisory experience required. Business experience in governmental accounting, budget, or finance may substitute for the master's requirement on the basis of three (3) additional years of experience. Experience in public school administration, public school district administration, or other large diverse organizations preferred, with three (3) years of related management or supervisory experience required. Verified business experience may substitute for the master's education requirement on a basis of two years of experience for each year of the educational requirement.
Language Skills: Reads and interprets general business and professional journals, technical procedures, or regulations. Writes reports, correspondence, and manuals. Effectively presents and responds to questions from managers and the public.
Mathematical Skills: Works with math concepts such as probability and statistical inference, and fundamentals of geometry and trigonometry. Applies concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability: Solves practical problems and deals with a variety of concrete variables in situations where only limited standardization exists. Interprets a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills: Microsoft Office and district data systems.
PHYSICAL DEMANDS:
Physical Activities: Standing, walking, sitting, handling, keyboarding, talking, and hearing.
Lifting Demands: Up to 10 pounds.
Reaching Activities: Both dominant and non-dominant hand.
Environmental Conditions: Noise Intensity: 3, moderate.
OTHER REQUIREMENTS: This position requires traveling to various school sites, work locations, and/or community organizations throughout the district.
SUPERVISORY EXPECTATIONS: Manage assigned clerical staff and subordinate professional personnel in one or more sections of the department. Take responsibility for the overall direction, coordination, and evaluation of assigned teams. Carry out supervisory responsibilities in accordance with the district’s policies and applicable state and federal laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
