Hiring Agency Education & Labor Cabinet | Office of the Secretary Location 500 Mero St, 4TH Floor Frankfort, KY 40601 USA Description The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, and workforce support to help Kentuckians gain skills, find meaningful work, and connect with employers. It also partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces. The cabinet is seeking to fill a Graduate Accountant II position located within the Office of Administrative Services, Division of Fiscal Management, Accounting Branch/Reconciliations. Responsibilities include but are not limited to the following: Oversee the preparation and maintenance of financial records including accounts receivable and accounts payable. Audits funds received and expended within the assigned departments. Provides technical expertise and historical information to aid management in decision making. Prepare monthly expenditure reports and submit reimbursements; reconcile expenditures and revenues in eMARS, provides program audit assistance. Manages accounting staff in researching and correcting rejected eMARS documents providing technical assistance when necessary. Back up management of Education & Labor Cabinet Procard accounts by analyzing and auditing all receipts and expenditures for all departments in the Cabinet. Identify funding sources to assure agency adherence to budget, ensuring proper distribution of charges. Monthly reconciliation between eMARS and US Bank. Advises management and resolves fiscal issues. Continuously audit accounts, identify and verify accurate payment to client reimbursements, ensuring Finance Cabinet policy and procedures are adhered to. Complete all requested reports and documentation for budgetary control. Analyze all daily postings for state/federal accounting for accuracy and compliance; make corrections to postings as necessary. Research complex accounting matters and prepare financial reports for the above-mentioned departments. Manage accounting staff in researching and correcting rejected eMARS documents providing technical assistance when necessary. Advise management on fiscal matters and assist in the formulation of fiscal policy and procedures. Audits travel reimbursement expenditures and ensures assigned departments remain compliant with Finance Administration Policy, KRS and KAR. Skills and Expectations include but are not limited to the following: Excellent communication, problem-solving, and analytical skills. Day-to-day accounting skills to include projections/forecasting, fiscal analysis. Ability to work within a team as well as independently. Excel experience (pivot tables, creating formulas, and charts). Excellent interpersonal skills. Extensive eMARS experience to include Procurement Card, travel, and eMARS reporting. Minimum Requirements EDUCATION: Graduate of a college or university with a bachelor's degree (which includes twenty semester hours or thirty quarter hours in accounting). EXPERIENCE, TRAINING, OR SKILLS: One year of professional accounting experience. Substitute EDUCATION for EXPERIENCE: NONE Substitute EXPERIENCE for EDUCATION: Professional experience in Kentucky State Government accounting will substitute for the education on a year- for-year basis.
