Brief Job Description:

The Texas Health and Human Services Commission seeks high qualified candidates to fill a Grants Supports Specialist position within the Office of Rural Hospital Finance in the Provider Finance Department of the Office of the Deputy Chief Financial Officer (CFO). This position will be part of an innovative state grant program working with rural hospitals to improve their financial stability and provide them with opportunities to innovate. The Grants Supports Specialist position will perform advanced (senior-level) administrative, consultative, operational, and technical assistance work delivering critical support to Grants Advisors and the Grants Project Coordinator with project and grants management activities.

Works with supervision to support Grants Advisors and the Grants Project Coordinator by preparing documents, reports, presentations; performing quality control; organizing, facilitating, and scheduling webinars, meetings, and trainings; liaising with stakeholders; and performing supporting activities related to effective and efficient grants management actions to ensure the accurate maintenance of grant records and reporting of grants.

Work involves performing cross-divisional coordination and project management as well as tracking milestones, researching/compiling grant program data, and contributing to status reports.

Work includes coordinating with the CFO-Procurement and Contracts (CFO-PC) contract specialist team with various steps of the procurement and grant distribution processes. This includes dispensing grant funding to qualified entities and partnering with grantees and contractors to ensure full compliance with all applicable federal and state regulations and guidelines.

Work includes communicating information to internal and external stakeholders to provide and verify information, answer inquiries, address issues or resolve problems or ensure grant compliance and achievement of grant objectives. Work involves speaking to community and stakeholder groups to coordinate and improve knowledge of Office of Rural Hospital Finance grant programs.

 

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

EJF 1 The Grants Support Specialist provides coordination and support for Grants Advisors and the Grants Project Coordinator. This position collaborates with Financial Assistance team staff under the guidance of the Grants Manager to provide support by preparing documents, reports, presentations; maintaining accurate contact information for grantees, performing quality control; organizing, facilitating, and scheduling webinars, meetings, and trainings; liaising with stakeholders, and performing other supporting activities related to effective and efficient grant management actions to ensure the accurate maintenance and reporting of grants. (30%)

 

EJF 2 The Grants Support Specialist, under the guidance of the Grants Manager, provides support to the CFO-PC contract specialist team. This position will also support grant programs by liaising and providing cross-divisional coordination within HHS to include, but not limited to: HHS Contract Management Support, HHS Procurement and Contracting Services (PCS), CFO-PC, and HHS Legal Services. Work involves performing quality control checks on grant agreements, scopes of work, reviewing and verifying reports submitted by grantees, entering contract information into Legal Services Portal, and liaising with PCS Level 1 Support to address contracting or procurement-related questions/issues. (30%)

 

EFJ 3 The Grants Support Specialist, under the guidance of the Grants Manager, manages the Grants team stakeholder electronic mailbox. Work involves triaging inquiries, liaising/coordinating with Grants Advisors and the Grants Project Coordinator to ensure inquiries are addressed and follow-up is completed in a timely and efficient manner. Work may involve contacting stakeholders and grantees via e-mail, phone, and virtual meetings. This position may participate in usability testing for online content to ensure ease of use of surveys, applications, and data collection systems used by stakeholders. Positively represents department, agency, and State in conferences and meetings, including public presentation delivery, and, as an ongoing representative on various committees and teams, as directed. Acts as a liaison to internal and external stakeholders to ensure appropriate coordination and communication for HHSC-initiated projects that impact rural hospitals. Provides dedicated customer service support for rural hospital grant programs. (30%)

 

EFJ 4 Performs other work as assigned. Other work may include conducting presentations, training new staff on certain grant-related activities, and tracking status and providing updates on the status of the rural hospital grant program(s) to various audiences. (10%)

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

  • Graduation from an accredited four-year college or university with major coursework in public administration, health care administration, business administration, marketing, management, public health, or a related field.

 

  • One or more years of full-time work experience providing administrative or program support to programs.

 

  • Preferred: Valid and current Certified Texas Contract Manager (CTCM) issued by Texas Comptroller of Public Accounts office.

 

  • Preferred: One or more years work experience performing customer service responsibilities.

 

  • Preferred: One or more years work experience providing grant support responsibilities. 

 

Additional Information:

This position will be required to work in-office at the North Austin Complex in Austin two days a week in compliance with agency requirements. This requirement is subject to change based on business needs.
