We are looking for a Grant Specialist to join our Rural Health Transformation Program (RHTP) Division of the Office of Medicaid & CHP Behavioral Health Initiatives & Coverage (BHIC)!


The RHTP Division of BHIC is responsible for the full lifecycle management of the State’s RHTP initiative, encompassing program planning, implementation, monitoring, and reporting functions. The division ensures the State’s compliance with the statutory and federal requirements of Section 71401 of Public Law 119-21 and the RHTP Notice of Funding Opportunity. Its work focuses on strengthening rural health system capacity through grant administration, provider technical assistance, workforce and service delivery initiatives, and evaluation of system transformation outcomes. The division manages partnerships with subrecipients, contractors, and federal agencies to ensure that investments support sustainable access to high-quality care in rural communities. 


We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.


**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description of Job

This position supports the day-to-day administration and oversight of the Rural Health Transformation grant program. Key responsibilities include ensuring effective grant application and implementation support, monitoring compliance with program requirements, and close-out of grants to providers or stakeholders.This position is the Department's staff authority for the Rural Health Transformation Program and is routinely consulted by executive leadership, program staff, and external partners on complex grant administration, policy interpretation, compliance, and program implementation. Recommendations provided by this position directly influence departmental decisions, program operations, and statewide implementation of the Rural Health Transformation Program. Tasks include:

  • Administer and oversee all phases of the grant lifecycle, from pre-application through grant closeout.

  • Department staff authority for expertise and decision-making related to the Rural Health Transformation Program, providing consultation and guidance to leadership, staff, providers, and external stakeholders.

  • Interpret and apply complex grant requirements, regulations, and program policies, recommending solutions to unique or high-impact issues.

  • Provide technical assistance on eligibility, allowable funding uses, reporting requirements, compliance expectations, and program implementation.

  • Monitor financial reports, expenditures, milestones, and regulatory compliance to ensure responsible stewardship of grant funds.

  • Track performance metrics, evaluate program outcomes, and support grantees in meeting established goals and deliverables.

  • Analyze program data, prepare executive reports, identify trends, and recommend strategic and operational improvements.

  • Review and evaluate budget submissions for current and future grant years, providing recommendations to leadership.

  • Participate in quarterly financial reviews and annual programmatic reviews of the Rural Health Transformation Program portfolio.

  • Collaborate with executive leadership and cross-functional teams on program strategy, policy development, and continuous improvement initiatives.

  • Conduct outreach, education, and stakeholder engagement activities to increase awareness and participation among rural providers.

  • Provides direct project oversight and grant activity support through regular relevant travel to rural areas of CO.

MINIMUM QUALIFICATIONS:


There are two ways to qualify for this position:


Option 1:

Experience Only:

Seven (7) total years of professional experience in grant management experience or accounting experience that included planning, coordinating, monitoring or managing grants, or an occupational field closely related. 


Option 2:

Education and Experience:

Bachelor's degree from an accredited institution in accounting, public administration, business or business administration, finance, procurement or a field of study related to the work assignment and three (3) years of professional experience in grant management or accounting that included planning, coordinating, monitoring, managing grants, or an occupational field closely related. 


Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associate will count as two years of experience

  • A bachelors will count as four years of experience

  • A masters degree will count for six years of experience

  • A doctorate or juris doctorate degree will count for seven years of experience

PREFERRED QUALIFICATIONS

  • Previous relevant professional state experience. 

  • Professional experience with:

    • Grants management; 

    • Budgeting, projections and reconciliation to contracts;

    • Stakeholder engagement;

    • Grant Budgets;

    • Project management support including tracking deliverables and milestones, monitoring performance metrics, managing risks; 

    • Grant administration and monitoring in understanding of federal grants policies setting to include ensuring compliance with grant terms and conditions.

DEFINITION OF PROFESSIONAL EXPERIENCE: 

Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. 


CONDITIONS OF EMPLOYMENT:

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
