We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Description of Job
WHAT YOU'LL BE DOING:
Provide program-level leadership by establishing priorities, directing implementation of program initiatives, and ensuring alignment with federal and state requirements and Department strategy.
Accountable for program outcomes and exercises independent decision-making authority to address complex operational and compliance issues, shifting from primarily transactional contract oversight to comprehensive program leadership and performance management.
Help negotiate Department contracts for critical services and supports that ensure HCPF can meet federal and state compliance requirements. This includes collaborating with jointly shared agreements with the Department of Human Services, and with contracts that impact vital systems such as the Colorado Benefits Management System and PEAK application.
Responsible for leading oversight of external partners that interface with members, advocates, and counties to support eligibility and enrollment functions - in direct support of the Department’s north star or ensuring people who are eligible for medical assistance programs get and stay enrolled as long as they are eligible.
Provide expertise and knowledge to both internal and external partners across multiple areas such as eligibility determinations, disability determinations, centralized returned mail processing for all counties, and training and performance evaluations.
Supervise professional staff within the Eligibility Contracts & Oversight Section, including direct supervision of staff and oversight of a team lead responsible for additional staff.

MINIMUM QUALIFICATIONS:
There are two ways to qualify for this position:
Option 1:
Experience Only:
Nine (9) years of related professional experience in an occupation related to the work assignment.
Option 2:
Education and Experience:
A bachelor's degree from an accredited institution in a related field and five (5) years of professional experience in an occupation related to the work assigned.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
An associates will count as two years of experience.
A bachelors will count as four years of experience.
A masters degree will count for six years of experience.
A doctorate or juris doctorate degree will count for seven years of experience.
PREFERRED QUALIFICATIONS:
Previous relevant state professional experience.
Previous experience managing HCPF's Eligibility Application Partners, Certified Application Assistance Sites, Medical Assistance Sites.
Previous experience with Presumptive Eligibility policy, operations, and contract management.
Contract management and oversight expertise, including knowledge of procurement requirements.
At least 3 years of supervisory and team management experience.
DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
CONDITIONS OF EMPLOYMENT
