The Special Financing Division assigns more than $2 billion in annual federal funding to support health care providers who serve Health First Colorado (Colorado's Medicaid Program) members and lower-income Coloradans who are not eligible for coverage under Health First Colorado or Child Health Plan Plus (CHP+) programs without spending more of the state's General Fund budget. This includes funding for hospitals, nursing facilities, home health care agencies, public school districts, and community health centers. The Division also analyzes Colorado's hospitals' financial health, price transparency, and community benefits.

Description of Job

What you'll be doing:

  • Serves as deputy division director. Engages in both short and long-term strategic planning activities. Understands and carries on the mission and goals of the Department and collaborates with the division director to set goals for the division.
  • Serves as second level supervisor the Health Systems Value Analysis Unit, Hospital Transformation & Value Based Projects Unit, and Provider Fee Unit. Directs and administers the division’s provider fee programs, rural grants, incentive programs and hospital reporting requirements.
  • Creates, contributes, supports, and serves as an exemplar of an outcomes-driven, continuous improvement, and team-focused culture. Supports, contributes to, and exhibits a respectable, inclusive, and cohesive workplace.
  • Plans, directs, and executes the division’s supplemental hospital programs. Sets strategic vision and defines program objectives and coordinates efforts to achieve objectives. Oversees and directs federal reporting. Negotiates federal requirements with and secures necessary approvals from the Centers for Medicare and Medicaid Services. Position leads program stakeholder relations.
  • Proposes and drafts budget requests, legislative proposals, and program reports.

MINIMUM QUALIFICATIONS:

There are two ways to qualify for this position:


Option 1: 

Experience Only:

Nine (9) years of professional experience in Supplemental payments, analytics, Report Writing, Hospital Financials or a combination of work and education.

Option 2: 
Education and Experience:

A bachelors degree from an accredited institution in Finance, Economics, Statistics or a related field and five (5) years of professional experience in Supplemental payments, analytics, Report Writing, Hospital Financials or a combination of work and education.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associate will count as two years of experience

  • A bachelors will count as four years of experience

  • A masters degree will count for six years of experience

  • A doctorate or juris doctorate degree will count for seven years of experience

Preferred Qualifications:

  • Prior state experience related to the duties of this position

  • Experience in Medicaid Supplemental Payments

  • Experience in Hospital financial analysis


DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. 


CONDITIONS OF EMPLOYMENT:

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
