Office of Behavioral Health Initiatives and Coverage (BHIC) administers and oversees performance of Medicaid State Plan services and programs. The services and programs include both physical health and behavioral health and span the managed care continuum from fee-for-service to fully capitated risk programs. BHIC plays an instrumental role in achieving the mission of the Department of Health Care Policy & Financing (HCPF) to improve access to cost-effective, quality health care services for Coloradans. Within BHIC, the Behavioral Health Policy and Benefit Division manages and implements Behavioral Health (BH) benefits and designs BH programs including initiatives to expand services and widen the BH safety net.
The Behavioral Health Benefits Section (BHB) oversees cohesive development, alignment, and sustainability of crisis services, substance use disorder (SUD) services, care coordination, transitions of care, secure transportation, and justice-involved reentry benefit packages across the behavioral health continuum of care. This section provides strategic direction, integration, and oversight for high-acuity and complex behavioral health Medicaid benefits to ensure that individuals experiencing behavioral health crisis or complex needs have coordinated access to appropriate services in the least restrictive setting, while maintaining fiscal integrity and alignment with federal and state authorities Staff within the section are responsible for stakeholder relations, policy development and implementation, contract management and performance, program administration and overall program and service performance. This section plays an important role in working towards the Department’s mission to improve access to cost-effective, quality care services and support the people of Colorado.

What you'll be doing:
This position leads the new Behavioral Health Benefits Section within the Behavioral Health Policy and Benefit Division and implements the alignment of behavioral health initiatives in the state related to Medicaid. This position works collaboratively to develop, implement, and monitor contracts requirements, operations, and performance improvement. Under the supervision of the Section Manager, the unit ensures cohesive behavioral health benefit implementation and management in alignment with existing state and federal law across multiple organizations, including Managed Care Entities, state Agency partners such as CDPHE and BHA and internal offices impacted across HCPF.
This Section Manager is responsible for the day-to-day oversight of policy development, implementation, and execution of Behavioral Health Continuum of Care Medicaid benefits. Responsibilities include supervising and managing the workload of the 6 team member that report directly to the position; developing a strategic action plan for the Section with emphasis on continuity, sustainability and provider relations. This including benefit definition related to amount, scope and duration of services, managing the needs assessment for the Section to include in the Section’s operating budget, developing and defending decision items each year in the legislative process; establishing the goals and objectives to meet HCPF’s overall mission. This position interfaces regularly with HCPF’s Quality, Rates, Budget, Data Analytics, Program Integrity, and the Health Information Office and BHIC Office to be effective.
This position continues to serve as the staff authority and key advisor leading HCPF efforts to improve access and quality of service to individuals experiencing behavioral health crisis including recommendations for improving implementation and utilization of Behavioral Health Secure Transportation benefits and public communications and required reporting per HB 21-1085.

MINIMUM QUALIFICATIONS:
There are two ways to qualify for this position:
Option 1:
Experience Only:
Nine (9) years of relevant experience in an occupation related to the work assigned to this position
Option 2:
Education and Experience:A bachelors degree from an accredited institution in a related field and five (5) years of professional experience in an occupation related to the work assigned.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
An associate will count as two years of experience
A bachelors will count as four years of experience
A masters degree will count for six years of experience
A doctorate or juris doctorate degree will count for seven years of experience

CONDITIONS OF EMPLOYMENT:
All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
