The Division of Family Support Director will lead efforts to develop and grow the Division of Family Support, training and mentoring a highly competent team while ensuring the timely and accurate provision of program services. This role plays an integral part in representing and providing impactful economic services to families in need while safeguarding the integrity of both federal and state family assistance programs.


Key Responsibilities

The Division of Family Support Director’s responsibilities will include: 

  • Directing the development, planning, evaluation, and implementation of complex federal and state level programs, including TANF, CBCAP, FRNs, and FSCs.

  • Leading and supporting a statewide unit overseeing an array of Family Support programs, in addition to providing personnel management and strategic leadership for the Division.

  • Researching and analyzing national and state regulations to creatively and accurately apply them to current policy and procedure.

  • Developing and implementing state plans and monitoring systems to maintain strict compliance and ensure effective policy implementation.

  • Facilitating high-level coordination and interaction with the public, local offices, program management, and training staff.

  • Creating, reviewing, and sharing federal reporting and budget documents for accuracy and timely submission.

  • Serving as a subject matter expert and primary liaison for national, state, local agencies, advocacy groups, and the West Virginia Legislature, including providing expert subject matter testimony.

  • Coordinating Family Support and Child Welfare Primary Prevention matters with the Jobs & Hope program and the Governor’s Joint Inter-agency Task Force (JIATF).

  • Monitoring and managing senior-level professional, program management, and administrative staff for optimum performance and skill development.

  • Collaborating with legal counsel to provide critical support in responding to Freedom of Information Act (FOIA) requests.

Minimum Qualifications

Training: Bachelor's degree from a regionally accredited college or university.
OR
Substitution: Additional experience as described below may substitute for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.
AND
Experience: Five (5) years of full-time or equivalent part-time paid professional experience, two (2) years of which must have been in a program administration capacity.
OR
Substitution: Graduate course work from a regionally accredited college or university may substitute at the rate of fifteen (15) semester hours of training for one (1) year of experience.
