Join our team at the Bureau for Family Assistance (BFA) as a Grants Specialist, Senior in our Office of Grants Management! As a Grants Specialist, Senior, you will play a critical role in ensuring the success of the Bureau’s mission to create thriving communities in our state by overseeing statewide grants for Bureau programs, while advancing your own career growth in a position providing ongoing support, professional development, and performance feedback. The Grants Specialist, Senior will be responsible for administering the full lifecycle of state and federally funded grants, providing centralized oversight, coordination, compliance, and technical assistance from pre-award through closeout. This position will work closely with both internal and external partners to resolve complex issues, safeguard internal controls, and lead continuous process improvement initiatives that increase efficiency, transparency, and accountability across the agency’s grant portfolio.
Key Responsibilities
In this role, the Grants Specialist, Senior’s responsibilities include:
Developing and approving grant agreements, including the statement of work, performance requirements, and budget.
Reviewing applications, budgets, scopes of work, and supporting documentation to ensure strict alignment with agency policies and regulations.
Monitoring grant payments by reviewing and approving submitted invoices, expenditure reports, program reports, and budget revision requests.
Conducting risk assessments, desk reviews, and both remote and on-site monitoring to document findings and implement corrective actions.
Providing technical assistance, training, and day-to-day guidance to internal staff and grant recipients.
Supporting agency audit activities and responding effectively to inquiries from diverse stakeholders.
Coordinating with program areas, finance, procurement, executive leadership, and both internal and external partners to facilitate efficient grant administration and resolve complex issues.
Leading continuous process improvement initiatives to standardize business processes, enhance grant management systems, and strengthen internal controls across the agency's grant portfolio.

Minimum Qualifications
Training: Bachelor's Degree from a regionally accredited four-year college or university.
Experience: Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.
Special Requirement for the Commission for the Deaf and Hard of Hearing:
In addition to the above minimum requirements, one year of basic sign language classes.
Special Requirement for the West Virginia Cancer Registry:
Certification: For West Virginia Cancer Registry cancer surveillance, data quality, and registrar education positions, applicant must hold the Certified Tumor Registrar (CTR) credential, OR have five (5) years of cancer registry work experience.
Other Qualifications
Substitution: Three (3) years of full-time or equivalent part-time paid experience in the Health and Human Resources series may substitute for the required training and experience.
