Position Summary: Reports to the corporate director, medical operations. Serves as designated health authority for the facility. Administratively supervises advanced practice provider and physician. Provides direct administrative and clinical supervision of medical records technician, medication technician, and registered nurses. Responsible for the management of medical and pharmaceutical services in compliance with MTC Medical and Texas Civil Commitment Office {TCCO) directives.
Essential Functions:
- Plan, coordinate and manage the administrative and health services activities of the department.
- Provide staff training, evaluate staff performance and implement department and personnel changes as approved by the corporate director of medical operations and coordinated with the human resources manager prior to implementation.
- Ensure nursing staff are properly educated and supervised to perform job functions.
- Maintains oversight of all medication delivery, documentation and accountability
- Ensure compliance with all accrediting/audit activities. Notify corporate office of non-compliance and develop plans of corrections as Indicated.
- Conduct audit activity to verify programmatic compliance and report findings as requested.
- Assist with development of departmental budget; monitor and control expenditures; review and recommend changes to budget authorizations. Manage and coordinate health services activity within budgetary guidelines.
- Ensure implementation of new and revised policies and procedures affecting health services; coordinate with other departments to ensure compliance with overall facility objectives.
- Manage and conduct coordinated health care and other health related programs for clients. Act as liaison between the facility and mental health consultants and coordinate the mental health program.
- Conducts departmental staff meetings.
- May perform nursing care based on staffing needs.
- Manage the record keeping and reports on injuries, diseases and disabilities of clients.
- Manage in-service training in health-related areas for other departments.
- Coordinate and review, for corporate office approval, payment to outside vendors, subcontracted staff and services ensuring that expenditures are within contractual and budgetary limitations.
- Coordinate with facility administrator concerning health services.
- Ensure that health services department is in compliance with all applicable OSHA guidelines and regulations.
- Ensure compliance with QI program for facility and participate in QI programs/activities. Investigate quality of care concerns.
- Facilitate, where applicable, accreditation of health services programs by providing the required level of efficiency and approved, appropriate services.
- Promote the development of positive social skills through modeling appropriate behaviors and intervening when inappropriate behaviors are observed; provide regular feedback to staff regarding social skills procedures and intervention techniques.
- Maintain accountability of staff, clients and property; adhere to safety practices.
It is expected that the incumbent shall perform other duties as assigned within his/her scope of duties as determined by management.
Education and Experience Requirements:
Current, valid registered nursing (RN) license as approved by the Texas State Board of Nursing or ability to transfer license to Texas. Must possess either: Bachelor's degree from an approved accredited University and at least four years of nursing experience, of which two of those years are in a supervisory capacity; --OR-- Graduation from an approved accredited nursing program and at least six years of nursing experience of which two of those years are in a supervisory capacity. Current CPR certification is required. Valid driver's license in the State of Texas with an acceptable driving record also required, unless waived by management.
Post Hire Requirements:
Upon hire must successfully complete required pre-service and annual training requirements. Must maintain TCCO security clearance.
