Job Description
Acts independently, responsible for processing adverse action appeals and grievances to include conducting evidentiary hearings where appropriate and issuing written recommendations concerning cases and other matters arising under the Exchange Operating Policy (EOP) 15-5 and Army Regulation (AR) 60-21/Air Force Manual (AFMAN) 34-218. Responsible for developing policy and issuing rule with periodic updates, governing the docketing, representation, and appearances, conducting of hearings, time frames, motion practice, and all other processes associated with matters appealed through the Exchange adverse action and grievance procedures. Maintains records and issues reports and data, as appropriate. Supervises paralegal staff.

Job Qualifications
Professional law degree (Juris Doctorate/JD) from a recognized and accredited law school. Member of the bar of the highest court of a state or the District of Columbia. Five years experience as a practicing attorney.
Associate must successfully complete the Health Insurance and Portability Accountability Act of 1996 training, course code 249F, concerning the handling of personal health information as required by Health Insurance and Portability Accountability Act (HIPAA) guidelines within three months of occupying the position. Until training has been completed, the associate may not perform any duties relating to personal health information.

Major Duties
Sets docket, oversees discovery, and considers pre-hearing motions by parties to adverse action and grievance hearings.
Serves as hearing examiner in evidentiary hearings, rules on admissibility of evidence, and other procedural matters.
Reviews and provides record of administrative hearings and makes recommendation regarding disposition of case.
Maintains records and issues reports and provides other data to management personnel.
Supervises paralegal staff and reviews and approves office budget and related administrative matters.
Performs other duties as assigned.
