Description of Job

About This Work Unit:

The Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. BHA funds, supports, and monitors numerous mental health and substance abuse community programs and providers, reviews and designates the State’s 27-65 providers, and licenses substance use disorder service providers. BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.

This position exists within the Prevention and Early Intervention work unit and the Children, Youth, and Families Division. The team has responsibility for program oversight, technical assistance, contract development, programmatic monitoring, and collaboration with stakeholders and outside agencies specifically related to services to children, youth, and families. It evaluates service quality, manages contracts, grants oversight, and serves as a contact for outside agencies pertaining to issues of behavioral health service provision, and advocacy for children, youth, and families with substance use and mental health disorders

Description of Job:

This position exists as the staff authority to ensure quality and monitor compliance with and enforcement of mental health standards related to the Ascent First Episode Psychosis Program as well as other high-intensity services and transition-age youth behavioral health programs. This position will represent BHA to the behavioral health system and to other local (Community Mental Health Centers), state (legislative bodies), and national level agencies. This position  ensures that high-intensity and transition-age youth services are implemented as needed statewide for all children, youth, and transition-age youth with behavioral health illnesses. This position makes decisions that are intended to provide advocacy and ensure the appropriate level of treatment, setting, and duration of services.

This position arbitrates and resolves disputes between state and /or local agencies or facilities regarding responsibilities for specific children who do not fit into a specific service category.  This position identifies opportunities for aligning statewide policies and rules to streamline funding and service provision for children and youth using behavioral health services statewide. The position oversees service delivery for children receiving FEP services, including ensuring that BHA is in compliance with the required 10% set aside from the SAMHSA Mental Health Block Grant (MHBG). Additionally, the position commits BHA to a course of action through revising procedures, developing written materials and training programs, and participating in interagency initiatives and task forces.

Investigates Compliance of Agencies and Facilities and provides Technical Assistance 

  • Identify evidence-based or best practices that could be used to treat children, youth, transition age youth, and families with intensive behavioral health needs;
  • Identify evidence-based or best practices that could be used to screen school-aged children and youth for behavioral health needs and appropriately refer them for treatment;
  • Support implementation of continuous quality improvement projects to improve quality of care and outcomes related to the child, youth, and transition age youth population;
  • Promote understanding of behavioral health disorders and state of the art knowledge regarding prevention, treatment and recovery models;
  • Participation in staff development, job-specific meetings and conferences, and collaborative learning experiences as these are available to further knowledge base;
  • Works with internal stakeholders to maintain congruence in communication within BHA;
  • Disseminate information to stakeholders that could benefit the public through phone, web-based, or in-person communication and media messaging;
  • Oversee service delivery for children, youth, and transition age youth receiving seeking funding and the First Episode Psychosis program;
  • Assist providers in the implementation of the Coordinated Specialty Care (CSC) model of FEP;
  • Policy analysis to support funding and service provisions and alignment of treatment needs for children, adolescents, and transition age youth with complex needs;
  • Commits BHA to a course of action through revising procedures, developing written materials and training programs, and participating in interagency initiatives and task forces;
  • Acts as the Staff authority for the FEP program and other high intensity/transition age youth programs, which includes developing and evaluating requests for proposals (RFP), developing statements of work, approving invoices, program implementation, coordinating the program evaluation, and coordinating training and technical assistance on the Coordinated Specialty Care model;
  • Increase awareness of stakeholders about the behavioral health needs of children, youth, and transition age youth, with particular attention to schools and family/youth support providers;
  • Represent BHA on various commissions and committees;
  • Coordinates internal and external stakeholder efforts to create a more unified approach to children, youth, and transition age youth behavioral health delivery.

Completes Reports of Inspection for Investigations

This position interacts regularly with stakeholders who have interest or responsibility for services and service outcomes to the population defined as being this position’s area of expertise, including other state and local agencies, internal BHA committees, external stakeholder committees and commissions, and community members. It contributes to work products developed as a part of committee membership, participates in meetings and training, and represents the interests of the behavioral health system as a function of the committee or workgroup membership.


Stakeholder Involvement

This position conducts provider site visits and fidelity reviews to determine contract or evidence based model compliance to look for indicators of quality assurance activities, compliance with BHA statutes and rules, and compliance with terms of behavioral health contracts between BHA and service providers. These site visits may be conducted together with other work units within BHA, and may happen concurrently with the provision of population-based technical assistance as delineated under Duty A above. This duty incorporates specific activities to be conducted as a part of a standardized site visit protocol.


Corrective Action

Information used to carry out this duty is highly variable and frequently unique.  In conjunction with the BHA CO-LIFTS Division, this position develops and writes original or revised statements of work for behavioral health contracts utilizing a standard template to be incorporated into service contracts between BHA and the provider community. This position also evaluates, through a variety of methods, the degree of compliance on the part of the contractor with the provisions outlined in the statement of work.


Other Duties as Assigned 

Other duties as assigned. This position may be called upon to perform tasks or undertake special assignments or projects deemed necessary by BHA, but not specifically referenced in the above duties. Guidance used to solve the problems listed above may also include internal CYFBH team problem-solving, supervision, BHA leadership input, and review of relevant statutes, regulations, and policies.

Experience Only:

  • Seven (7) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:
  • A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years
