The Opportunity
WSDOT is currently seeking a motivated Highway Maintenance Worker 1 for the Rest Areas in Everett, WA. Under the direction of the Highway Maintenance Supervisor, the Highway Maintenance Worker 3, or the Maintenance Mechanic 3, the Highway Maintenance Worker 1 (Rest Area Attendant) provides clean and operational facilities that provide the traveling public a safe place to rest and use facilities. This helps in reducing driver fatigue and providing opportunities for private vehicles and trucking industry vehicles to stop for inspection of loads and equipment, this in turn reduces travel and transportation risks and assist in the safe and efficient movement of people and commerce. The safety of the traveling public and fellow employees is a high priority and must be considered in every decision and activity affecting Washington State highways and facilities.
What to Expect
Work is generally performed Sunday – Wednesday on four 10-hour shifts; however, weekends, holidays, night work, and extended hours may be required for emergency response and non-scheduled callouts. The position requires the ability to report to the duty station within 60 minutes, respond in all weather conditions, and participate in rotational night, standby, and call-back assignments.
Among the varied range of responsibilities held within this role, the Highway Maintenance Worker 1 will:
- Maintain assigned rest areas to meet the needs and satisfaction of the traveling public.
- Perform janitorial services within facilities: clean, scrub, and disinfect the rest area facilities (toilets, urinals, sinks, drinking fountains, partitions, floors, walls, etc.); remove graffiti; keep paper products (toilet paper, paper towel, seat cover dispensers) and hand soap dispensers full; pick up litter and empty trash receptacles; clean trash receptacles; dust furniture, window, and door ledges; wash windows; sweep and clean walkways, parking areas, and picnic areas.
- Perform daily chlorination and water meter reading; obtain public drinking water samples from well and submit to the assigned county testing site per regular schedule for the safety and health of the traveling public.
- Clean and maintain recreational vehicle dump stations; ensure they are in good working order. Inspect assigned rest area for vandalism, abandoned vehicles, and unauthorized use (i.e., tents, open fires, or extended stay vehicles over allotted eight hours).
- Maintain assigned rest area landscape: mow lawn areas (ride and push mowers); trim and prune shrubbery and trees; weed flower and shrub beds, maintain planted vegetation; fertilize and reseed damaged lawn areas; and apply pesticides.
- Maintain public access areas, entries, and walkways during winter with de-icing agents, shovels, and snow removal equipment (i.e., snow blower).
- Operate power tools and hand tool; operate class C equipment for maintenance operations.
- Contribute to a strong culture of safety in the workplace: participate in monthly organizational meetings; prepare daily Pre-Activity Safety Plans (PASP); conduct monthly Safety Field Reviews using SIIRS (Safety Inspection and Incident Reporting System).
Qualifications
To be considered for this opportunity, the following competencies are required:
- Maintenance Experience: Experience performing maintenance activities in a related field of work
- Licensure and Certifications: Valid Driver’s License, Washington State Flagging Card, CPR-AED First Aid card

The following qualifications are also required:
- Ability to maneuver and transport various materials and/or equipment weighing up to 50 pounds.
- Ability to work nights, weekends, holidays, and perform emergency callouts/stand-by 24 hours a day, 7 days a week.
- Ability to respond to assigned duty station with 45 minutes of an afterhours callout.
- Ability to traverse rough, steep, and uneven terrain and work elevated heights, above 25 feet over land or water.
It is preferred that qualified candidates also demonstrate:
- Landscaping Experience: Experience performing landscaping activities such as mowing, pruning, and fertilizing
- Basic Building Maintenance: Knowledge and experience performing minor repairs and maintenance of public buildings, including janitorial duties and plumbing/electrical systems.
- Cleaning Practices and Chemical Safety: Knowledge of cleaning products, proper mixing procedures, and safe application techniques to effectively clean and maintain public facilities while following safety and environmental guidelines.
- Technology and Administrative Proficiency: Experience using computers, Microsoft Office applications (Excel, Word, and Outlook), and mobile devices such as iPads to document work activities, communicate effectively, and complete required reports and records.
- Licensure: Washington State Pesticide Applicator’s License.

- The salary listed includes the 10% Assignment Pay for this job classification.
- Work is performed primarily outdoors in all weather conditions and often near moving traffic and heavy equipment, requiring heightened situational awareness and strict adherence to safety practices. The role involves physically demanding tasks, including deploying traffic control devices, flagging, and operating maintenance vehicles and equipment, with extended periods of standing and walking. Employees must wear appropriate PPE at all times.
- In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
