About the Department
Supervises a crew of six (6) skilled and semi-skilled highway maintenance workers involved in a variety of maintenance activities [ cleaning sidelines and cross line, outfall ditches, shoulder repair, clearing of ROW, constructing and repairing drainage structures, litter control, etc.] to maintain and preserve state roads and bridges in Colleton County. Operates and maintains heavy motorized equipment such as; excavator, backhoe {to clean out drainage ditches, tree removal, and to install sideline and crossline pipe}, tandem dump truck, front end loader, motor grader, sand spreaders, snow plow, and belt loader. Investigates/assess work requests from the general public, as well as his supervisor, recommend and/or take corrective action in an appropriate and timely action. Perform other related duties as assigned by RMF, ARME, and/or RME such as: pothole patching, litter control, dead animal removal tree removal, A-1 treatment, paving operation and other related maintenance duties. Maintains weekly and monthly reports, time sheets and cost records; recommends personnel actions including promotions, transfers and disciplinary measures; rates employee yearly according to the Employee Performance Management System, ability to meet goals established by the District. Instructs/trains subordinates in the safe and proper operation of equipment, as well as the correct document for pre-operation preventative & maintenance inspection of equipment. Inputs work accomplishments into Highway maintenance Management System. Sets up traffic control operations for work zones, job assessment forms, to include lane closures, flagging traffic and detour for the safety of the crew and general public. Handles "on-call' emergency operations on a rotating schedule after normal working hours, weekend, and holiday for all road emergencies including inclement weather snow, and ice, or hazardous road condition accidents and other related roadway emergencies. Performs other related duties as assigned.
Position Duties
Three and one-half (3.5) years of related work experience; or an approved acceptable equivalence. Necessary Special Requirement: A valid motor vehicle operator’s license is required. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.
Physical Requirement: The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping and physically manipulating objects of varying size, shape, weight, and material. Must be able to lift up to 50 lbs. This position requires walking for extended periods, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Frequently exposed to outside environment in all weather conditions, noise, and oil or grease on a daily basis. Physical requirements needed to perform job duties are: walking, climbing, balancing, stooping, kneeling, pulling, lifting, and repetitive motions. Duties are strenuous physical labor for long periods of time, standing and walking for 6 to 8 hours per day, and lifting heavy objects up to and occasionally exceeding 50 lbs. on a regular basis. Exposure to loud noises and inclement weather.
