THE POSITION

As a Human Resource Analyst 2 with the HR Office for Revenue and Insurance, you will guide supervisors and staff through important employee relations matters. DESCRIPTION OF WORK

This position helps support employee relations by reviewing workplace issues, guiding supervisors, and preparing responses to sensitive matters. It plays an important role in ensuring that policies are applied correctly and fairly across the agency. As a Human Resource Analyst 2, you will perform the following duties:

  • Grievance Review: Investigate workplace grievances, gather facts, and prepare agency responses
  • Contract Guidance: Explain contract provisions and offer options to supervisors handling employee issues
  • Disciplinary Support: Review requests for discipline, recommend actions, and prepare related letters
  • Misconduct Investigations: Assist with interviews, fact findings, and recommendations for corrective action
  • Union Coordination: Participate in meetings with unions and help prepare for negotiations
  • Case Preparation: Assist in preparing cases for hearings and serve as a resource during arbitration

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are negotiable between 8:00 AM to 5:00 PM, Monday - Friday.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth titles); or
  • Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree; or
  • An equivalent combination of experience and training.


Other Requirements:

  • You must be able to perform essential job functions.


This position is not subject to the provisions of a collective bargaining agreement or memorandum of understanding.


You must be eligible for selection in accordance with merit system employment regulations.

Promotion Without Examination (PWOE): 

  • Class Restrictions for Promotion Without Examination Only - You must have or have held regular civil service status in one of the following classifications: 
    • Human Resource Analyst 1
    • Equal Opportunity Specialist 1
    • We will also consider applications from current Commonwealth employees in pay scale group ST06 for which there is a logical occupational, functional, or career developmental relationship to this position. All applicants must meet the minimum experience and training requirements.
  • Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
  • The promotion without examination requirements are issued in accordance with merit system employment regulations.
  • Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
