About the Department

Join the Department of Corrections Central Human Resource Office as a Human Resource Analyst 4 and help drive effective labor relations. In this role, you will support supervisors, review workplace issues, and guide staff through complex human resource (HR) processes. You will have the opportunity to lead, train, and support team members. This position provides a strong path for professional growth while serving a vital statewide mission.


Position Duties

This position leads employee relations activities by supervising staff, guiding labor relations work, and supporting fair and consistent HR practices across assigned locations. As a Human Resource Analyst 4, you will perform the following duties:

  • Staff Supervision: Oversee HR staff, assign work, and support performance and training needs
  • Labor Consultation: Provide guidance on contract interpretation, disciplinary actions, and workplace policies
  • Grievance Management: Review, track, and respond to grievances and help prepare cases for hearings
  • Disciplinary Review: Evaluate disciplinary requests and ensure consistency and proper documentation
  • Investigation Oversight: Coordinate investigations and review findings to support appropriate HR actions
  • Policy Participation: Assist with drafting policy updates and supporting contract negotiation activities

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Mechanicsburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

Minimum Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Resource Analyst 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of analytical experience that includes three years of professional human resource experience, and a bachelor’s degree; or
  • An equivalent combination of experience and training.

  • You must be able to perform essential job functions.
