About the Department


The Division of Administration/Office of Human Resources has a vacancy.  This position may be filled in the Compensation and Staffing unit.  This position is responsible for managing compensation programs by reviewing pay actions, analyzing workforce and salary data, ensuring compliance with pay policies and regulations, and providing guidance and recommendations on compensation-related matters.

The Division of Administration is the state government’s management arm and the hub of its financial operations.  Division offices perform a wide variety of activities including the following:

  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes


Position Duties

Three years of human resources experience; OR

Six years of full-time experience in any field; OR

A bachelor’s degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

Compensation

  • Reviews and processes special pay requests for individuals under Civil Service Rules, to include Hiring Above the Minimum, Optional Pay Adjustments, Rewards and Recognition, Pay Upon Demotion, and other applicable pay rules. 
  • Advises administrators, supervisors, and managers on the compensation system and how to approach concerns and problems with the system.
  • Analyzes and reviews wage and salary data, evaluates recruitment efforts and results, as well as turnover data, relative to requests for Special Entrance Rates. 
  • Determines eligibility and makes recommendations to appointing authorities for approval/disapproval.
  • Responsible for the development and implementation of pay policies to ensure compliance with applicable federal laws, state laws, and Civil Service rules.
  • Monitor DOA and client agencies' unclassifed programs.
  • Make recommendations to agency officials relative to pay options, cost analysis and pay equity issues.
  • Generate pay reports as requested.

Position-Specific Details:

Appointment Type: This vacancy will be filled by a new hire or by promotion of a current permanent status classified employee.  A permanent status employee may be required to serve a new probationary period in lieu of promotion. 

Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as a Human Resources Analyst A, Human Resources Analyst B, Human Resources Analyst C, or Human Resources Specialist.  

Compensation: This position has a Special Entrance Rate (SER) as follows:

-If filled as a Human Resources Analyst A, the SER is $1,616.00 biweekly.

-If filled as a Human Resources Analyst B, the SER is $1,728.80 biweekly.  

-If filled as a Human Resources Analyst C, the SER is $1,944.80biweekly.  

-If filled as a Human Resources Analyst Specialist, the SER is $2,080.80 biweekly.
