About the Department
The Louisiana Special School District (LSSD) is an education service agency that provides services to the Louisiana Special Schools (Louisiana School for the Deaf, Louisiana School for the Visually Impaired and Special School Programs). The schools provide educational opportunities to students with low-incidence disabilities and a variety of unique needs.
We are seeking an experienced and strategic HR Director to lead and evolve our people function. This role partners closely with executive leadership to drive talent strategy, foster a high-performance culture, and ensure compliance with employment laws and best practices.
The HR Director will oversee all aspects of human resources, including talent acquisition, employee relations, performance management, compensation and benefits, learning and development. The ideal candidate is a trusted advisor, strong communicator, and change leader who can balance business objectives with employee engagement and well-being.

Position Duties
Six years of full-time experience in any field plus five years of human resources experience; OR
A bachelor’s degree plus five years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus four years of human resources experience.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties:
* Plans, directs, and administers the District's comprehensive human resources program for a statewide education service agency.
* Develops and implements long-range workforce strategies aligned with SSD's mission, organizational restructuring, and statutory obligations.
* Serves as senior HR advisor to the appointing authority and executive Leadership on organizational design, succession planning, and workforce optimization.
* Oversees the entire HR Staff with directive for proper EA processes, Worker's Compensation processes, etc.
* Collaborates with the appointing authority on policies, civil service rules and regulations in regard to classified and unclassified staff actions.
Position-specific details:
Appointment Type: Probational or Promotional. The chosen application will be required to take a probationary appointment.
Location: The Human Resources Director B position is located in the Administration Department at the Louisiana Special School District.
Work Schedule: Typically, work hours are 8:00 a.m. - 4:30 p.m. Monday - Friday.
