About the Department
Under general supervision, performs a variety of complex and specialized program, office, administrative and general support work for the County Human Resources and Risk Management programs; to prepare personnel transactions; to provide a variety of information about County Personnel policies and procedures to employees and the public; to assist in the recruitment and selection process; and to perform related tasks as assigned. Employees in this classification receive limited to direct supervision within a framework of standard policies and procedures. This classification is designated as Confidential.
Position Duties
Essential job duties may include any of the following tasks, knowledge, skills and other characteristics. Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks.
- Maintains employee database; reviews and processes personnel action forms for employees; enters personnel data into electronic and manual filing systems; reviews entries and transactions for accuracy; inputs new hire information into database for benefit enrollment purposes, payroll processing and reporting requirements.
- Assists in the processing of job announcements, including: developing or revising posting information; proofing information; producing current announcements; copying and distributing; composing and placing recruitment advertisements.
- Assists in the screening of applicants, scheduling interview panels and proctoring written examinations, including the notifications of applicants, scoring of interviews and establishment of eligibility lists.
- Assists in entering applicant information into applicant tracking system; maintains tracking system; and, generates reports and correspondence using automated system, including exporting information to other software programs.
- Participates in salary and policy/procedure surveys.
- Establishes and maintains job classification table and salary table within the automated Human Resource Information System (HRIS), including the generation of various reports.
- Researches, interprets, responds to and resolves inquiries from employees with compensation and benefits questions, and issues regarding personnel policies and procedures; reviews and processes forms to execute salary changes, promotions, demotions, new hires, terminations, transfers and other related transactions.
- Maintains official record of established positions for each department/division within the County.
- Reviews requests for leave of absence and coordinates with management, employee and department ensuring that appropriate leave is being granted.
- May review grievance and disciplinary action documents for conformance with applicable provisions of the current memorandum of understanding, and make recommendations for action to management.
- Assists management in the coordination and scheduling of a variety of training activities for County employees; acts as a liaison with contractors providing

Minimum Qualifications
Any combination of education, training and experience that would likely provide the required knowledge, skills and abilities may be considered qualifying. A typical way to obtain the required knowledge and abilities would be:
Education: High School Diploma or equivalent
Experience: Two years of experience in human resources or related field. An Associate’s degree may substitute for one year of required experience.
Experience in benefits administration and protective leaves of absences (FMLA and CFRA) is highly desirable.
Other Qualifications
- Working knowledge of County and Department Human Resources and Risk Management policies and procedures.
- Knowledge of modern principles and practices of Human Resources administration and record keeping.
- Knowledge of benefits administration, medical leaves of absences and other leaves.
- Knowledge of general recruitment and selection process procedures.
- Knowledge of general office procedures, policies, practices and computer applications and hardware, and other general office equipment related to the performance of the essential functions of the job.
- Knowledge of basic principles and polices associated with Human Resources and Risk Management.
- Knowledge of Microsoft Office and other similar word/data processing applications.
- Ability to operate a human resource information system and similar computer software applications.
- Ability to read, understand, interpret and apply relevant Federal, State and local laws, rules and policies.
- Ability to assess and prioritize multiple tasks, projects and demands.
- Ability to perform a variety of complex or specialized administrative, office and general support work for the Human Resources and Risk Management programs with minimal guidance and supervision.
- Ability to establish and maintain cooperative working relationships.
- Ability to communicate effective in both oral and written formats.
