About the Department

The Department of Human Services (DHS) is seeking a Human Services Licensing Representative who is excited to make a real difference for Pennsylvania residents. In this role, you help ensure that licensed care homes follow important health and safety standards. Your efforts support vulnerable individuals and encourage responsible, high-quality operations. Position Duties

This position plays a key role in reviewing and enforcing the rules that protect residents of personal care homes and assisted living residences. As a Human Services Licensing Representative, you will perform the following duties:

  • Inspection Duties: Conduct inspections of personal care homes to determine compliance with state laws and regulations
  • Complaint Investigations: Investigate complaints and incidents to identify compliance issues and determine needed actions
  • Resident Relocation: Assist in relocating residents from noncompliant homes to appropriate living arrangements
  • Plan Monitoring: Monitor plans of correction to determine appropriate time frames for administrative fines
  • Agency Collaboration: Work with state, local, and private agencies to obtain information related to compliance matters
  • Court Testimony: Provide testimony in administrative and court hearings regarding inspection findings

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 9:00 AM to 5:00 PM, Monday - Friday, with a 30-minute lunch.
  • Travel is required.
  • Home Headquartered: This position is home headquartered. Per union agreement signed on June 22, 2018, any vacancy filled within licensing after this date will be home office based. Candidate must reside in or be willing to relocate to the Southwest Region which includes Allegheny, Fayette, Greene, and Washington counties. In order to be home headquartered, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania

Minimum Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of professional experience gathering and analyzing information in a social service or law enforcement program, and a bachelor’s degree; or
  • An equivalent combination of experience and training.

  • You must reside in or be willing to relocate to the Southwest Region which includes Allegheny, Fayette, Greene, and Washington counties by the time of hire.
