Classification and Salary:  
TRAINING SPECIALIST II
Anticipated Hiring Range: $24.69-$28.27/hr
Full Salary Range: $24.69-$39.51/hr

Position Duties

About the Work Unit

The Office for Victims Programs (OVP) exists to improve the physical and emotional recovery of Colorado’s crime victims and to restore victims’ confidence in the criminal justice system. To achieve this goal, the unit conducts the following statewide activities:

  • Development, implementation, and enforcement of the Standards for the administration of victim programs;

  • Investigation, mediation and enforcement of compliance with constitutional and statutory requirements to protect the rights of crime victims;

  • Development of public policy initiatives for victim services in Colorado, including coordination and collaboration with state and local public and private non-profit and governmental victim service agencies;

  • Training and education;

  • Administration of four federal formula grants, two federal discretionary grants, and one state grant program;

  • Staffing of the Crime Victim Services Advisory Board, which has statutory responsibilities and funding recommendation responsibilities;

  • Data collection and reporting to the legislature, the general public and the federal government;

  • Administration of the Sexual Assault Victim Emergency payment program; which includes the review and authorization of payments for forensic medical exams and medical costs in certain situations; and,

  • Staffing of the Human Trafficking Council, which has statutory responsibilities for policy recommendations to the General Assembly.


Work Environment 
  • Part-time position, 20 hours/week

  • Hybrid, a minimum of two days in the Lakewood office

  • Work unit core business hours, Monday - Friday, 8:00 a.m. - 5:00 p.m. with some flexibility available


About the Job
This position works with the Office of Victim Programs (OVP) Human Trafficking Team and will be primarily supported by the Human Trafficking Training and Technical Assistance Lead and the Human Trafficking Program Manager to plan, coordinate, and to proactively engage community partners in receiving human trafficking training, deliver human trafficking trainings and assist in the advertising, recruitment and delivery of the 2-day train-the-trainer programs, which are critical to achieving the mission of both the Division of Criminal Justice and the Colorado Human Trafficking Council (CHTC).

Key Responsibilities 
Training Delivery

Coordinates training requests received by organizations with their calendar, trained volunteer facilitators, and members of the human trafficking team when appropriate. Delivers training as primary team trainer and acts as main back-up for volunteer facilitators that might have to cancel at the last minute. Provides training and cross-training to designated entities and audiences, using consistent language and methods. Trains in a variety of formats: in-person, virtual and hybrid.  Exposes private, public, and nonprofit sector agencies to evidence-based practices related to human trafficking.


Handles and tracks all training events using virtual tracking forms as well as utilizing the online training registration process. Monitors already developed online training programs by managing registrations and providing technical assistance to users.


Facilitator Cohort Support

Supports cohorts of trained volunteer facilitators across the state. Trains alongside volunteer facilitators when appropriate, but especially during the first few months of a facilitator’s volunteer service to help increase training skills, support their training presence and provide constructive feedback.


Tracks and gives updates to the Human Trafficking Training and Technical Assistance Lead to ensure that each facilitator provides DCJ with all necessary paperwork for each training event (e.g. pre-tests, post-tests, attendance sheets, training handouts, etc.). Conducts follow-up skill-building training with volunteer facilitators about how their training events went for them (i.e. challenges, successes, difficult questions), and provides additional resources to help overcome challenges and gaps in knowledge. 


Tracks and manages all facilitator agreements and assists in the logistics and training delivery for new Train-the-Trainer sessions. Deliver the introductory training to facilitators during the TTT. Logistics assistance include distributing TTT recruitment materials, gathering application materials and checking for completeness, prepping TTT materials and activities.


Works with facilitators to create and implement strategic plans for disseminating training in each facilitator’s community with approval by the supervisor. Assists volunteer facilitators in proactively creating training opportunities with appropriate partner agencies in their community. 


Gathers relevant research and webinars related to facilitators continued education interests in the anti-human trafficking field. Supports the Human Trafficking Training and Technical Assistance Lead in providing quarterly webinars to volunteer cohorts in order to increase their knowledge on human trafficking and adult learning.


Evaluation Data Management
Completes data entry into evaluation software pre- and post-test evaluations that are used to measure the effectiveness of each training program. Some pre- and post-test evaluations are added directly into the evaluation software as some participants use the online versions; cleaning of these direct adds is necessary. All participants are offered a paper version of the evaluations as well that would require data to be entered into the system.

Contribute to the Writing of CHTC’s Annual Report

This position is primarily responsible for writing the training section of the legislatively required annual report from the Colorado Human Trafficking Council for the General Assembly and other relevant parties. All drafts are first reviewed by the Human Trafficking Training and Technical Assistance Lead with a final review by the Human Trafficking Program Manager. 


This position provides (as necessary) on-going training to Council members and other key stakeholders on human trafficking issues to ensure Council members make informed, data-driven decisions, recommendations and work products.

Minimum Qualifications

Note, to be considered for this position, you must meet one of the following options for consideration.

Proven Experience, Knowledge, Skills

  • Five (5) years of relevant experience in coordinating and delivering training

  • Experience with the topic of human trafficking (both labor and sex trafficking)


Conditions of Employment 

  • Must be a Colorado resident at the time of application.

  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search, reference checking, and driving history.

  • Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 30 days of hire. Ability to operate motor vehicles and to travel throughout the state in a variety of weather conditions.
