DESCRIPTION OF WORK

This position directs income maintenance operations across multiple county assistance offices to ensure consistent, effective delivery of public assistance programs. It involves leadership, evaluation, and coordination of services that support individuals and families throughout the assigned region. As an Income Maintenance Administrator 4, you will perform the following duties:

  • Program Direction: Oversee income maintenance operations, ensure proper eligibility determinations, and monitor administrative support processes
  • Staff Leadership: Supervise executive directors and area staff, guide performance, and manage selection and evaluation processes
  • Compliance Oversight: Implement mandates, ensure regulatory compliance, and review audits to support program integrity
  • Operational Planning: Develop staffing plans, budget recommendations, and strategies to improve workflow and efficiency
  • Performance Evaluation: Analyze operational data, prepare reports for leadership, and conduct on site reviews of office functions
  • Stakeholder Coordination: Communicate policies, collaborate with external partners, and represent the department in meetings and discussions

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Your work location will be an Office of Income Maintenance facility chosen based on the selected candidate's residence. Possible work locations are available statewide.
  • Telework: This position may be eligible to telework part time, up to 3 days per week. Specific details of the telework schedule will be discussed during the interview process. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to an assigned location based on the selected candidate. The ability to telework is subject to change at any time.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Organization or Location Restrictions:

  • This posting is restricted to Department of Human Services, Office of Income Maintenance employees only.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as an Income Maintenance Administrator 3; or
  • Seven years of professional experience in public or private human services work including five years in a public welfare agency including three years in a managerial capacity in the field of income maintenance; and a bachelor's degree; or
  • Any equivalent combination of experience and training which includes five years in a public welfare agency including three years in a managerial capacity in the field of income maintenance.

Legal Requirements:

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.


This position is not subject to the provisions of a collective bargaining agreement or memorandum of understanding.

  • Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
  • The promotion without examination requirements are issued in accordance with merit system employment regulations.
  • Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher. 
  • Applicants must have a minimum of one year in the next lower classes by the posting closing date with no break in service.
