THE POSITION

Begin a rewarding new chapter as an Income Maintenance Staff Development Specialist with the Department of Human Services (DHS) at the Allegheny County Assistance Office (CAO). In this role, you will use your DHS experience to support and strengthen staff through engaging training. You will bring your passion for developing newly hired and experienced Income Maintenance Caseworkers in cash assistance, medical assistance, SNAP, supervision, management, professional skills, special needs, and computer data systems. DESCRIPTION OF WORK

This position designs, delivers, and evaluates training programs that support staff learning across the Allegheny County Assistance Office. As an Income Maintenance Staff Development Specialist, you will perform the following duties:

  • Training Development: Plan, organize, and deliver Income Maintenance Standard Training Program (IMSTP) training, developing additional classes to meet Allegheny CAO needs
  • Program Design & Evaluation: Create, update, and evaluate training programs that address statewide, local, and additional learning needs
  • Instruction Delivery: Provide classroom instruction using lectures, workshops, demonstrations, and other effective methods
  • Technical Assistance: Offer training and technical assistance to district office training supervisors on IMSTP content and performance standards
  • Performance Collaboration: Collaborate with supervisors and management to standardize participant evaluations and identify areas requiring additional training
  • Staff Support & Coordination: Respond to staff questions and support accurate understanding of regulations, procedures, and computer processes while coordinating training logistics

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch. Your schedule may change based on operational needs.
  • Overtime and travel as needed
  • DHS CAO employees applying for a reassignment or voluntary demotion to a different CAO or OIM worksite will be considered in accordance with the OIM worksite transfer policy, operations memo 05-09-05.
  • Telework: You may have the opportunity to work from home (telework) part-time, after completion of the probationary period. Specific details of the telework schedule will be discussed during the interview process. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh PA. The ability to telework is subject to change at any time.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years as an Income Maintenance Casework Supervisor; or
  • Two years of experience in determining eligibility for multiple function medical and financial assistance and related income maintenance program services and two years of experience in developing, teaching, coordinating or evaluating staff development training or educational coursework; or
  • Any equivalent combination of experience and training.
  • A Bachelor's Degree in English, Education, Speech Communications, the Social Sciences or closely related field including nine credit hours in the principles and practices of learning theory, course or curricula development and/or the implementation and evaluation of course or instructional materials may be substituted for the required training related experience.

    • Income Maintenance Caseworker
  • Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
  • The promotion without examination requirements are issued in accordance with merit system employment regulations.
  • Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher. 
  • Applicants must have a minimum of one year in the next lower class by the posting closing date with no break in service.
