About this role
About the Department
This officer will serve as Captain over LE Compliance, Special Operations Units and Drone Program across the Law Enforcement Division.
Job Duties Include:- Direct and oversee division-wide compliance with agency policies, state and federal laws, and law enforcement standards.
- Conduct periodic inspections, audits, and reviews of operational programs.
- Supervise assigned personnel and coordinate compliance-related activities across multiple regions or units.
- Recommends strategies to improve accountability and reduce organizational risks.
- Responsible for oversight of Special Operation Units K-9, ATV Response Units (ARU), Mission Support Unit (MSU), Swift Water Rescue (SWR), and Drone Team compliance.
- Coordinate efforts between Special Operation Units and the LE Regions to ensure statewide standards are achieved throughout the state.
- Coordinate monthly, quarterly, and annual training for Special Operation Units.
- Inspects all the issued equipment related to Special Operations Units as necessary but at least annually.
- Responsible for making sure all Drone Team Directives are followed, and flight logs and operating procedures are current per the Law Enforcement Directive.
- Manages and utilizes the Special Operations Unit statewide. Ensures the standards and criteria in the LE Special Operations Units Directives or Standard Operating Manuals are met.
- Recommend Special Operation Units expenditures and budget projections through the Chain of Command.
- Serves as the Department's designated 1033 Program Coordinator, responsible for the administration, accountability, acquisition, inventory management, utilization, transfer, and disposal of federal excess property obtained through the Department of Defense 1033 Program.
- Ensure compliance with all federal, state, and agency regulations governing controlled and non-controlled property.
- Acts as the primary liaison between the South Carolina Department of Natural Resources and federal program administrators.
- Maintains accurate records, conducts required inventories and inspections, coordinates audits, prepares required reports, and ensures personnel are trained on the proper use, security, and accountability of assigned property.
- Oversee the SCDNR Law Enforcement Honor Guard Operations.
Position Duties
A high school diploma and six (6) year's experience as a DNR Class 1 Law Enforcement Officer, two (2) years of which must have been in a supervisory level position in DNR Law Enforcement.
Obtain and maintain a certification as a Specific Skills Instructor or higher through the SCCJA. Obtain and maintain a nationally recognized certification through a police K-9 training and/or certifying organization.
Minimum Qualifications
A thorough knowledge and understanding of Title 50 Code of Laws. Knowledgeable of the legislative process. Ability to focus on both short and long-term plans for Region/Agency. Strong management and leadership skills. Knowledgeable and understanding of SCDNR policies and directives.
