Job Summary:

Under the supervision of the LMI Director, the Labor Market Data Program Manager is responsible for managing the OEWS survey program, and overseeing staff and all data collection, editing, reporting, and quality assurance activities in compliance with the BLS Cooperative Agreement. This position ensures data accuracy, response rates, and timely submissions, coordinates with BLS offices and partners, supports continuous process improvement, and requires ongoing training with occasional out-of-state travel.

This position may be available for remote work within Arizona (1 day per week in the office/hoteling).

Job Duties:

• Supervise, coach, and mentor subordinate all staff in the OEWS Program. Manage the day to day report tracking, incoming schedule distribution, MSA team call/schedule focus, weekly QA edit focus, data imports, and interim/final reporting edits and file assignments.
• Conducts an analysis of the occupations reported against the standard industry pattern; make decisions on the correctness and completeness of the data submitted; follow-up contacts to acquire missing information and/or clarify incorrect data.
• Conduct quality assurance edits to uncover possible errors in the reported data; evaluates the summary information at the industry and area stratum. Compares occupational data contained on survey forms with industry staffing patterns to discern discrepancies which require clarification or additional information from survey respondents.
• Contact all non-response units, assign them to solicit their voluntary assistance in completing the survey using the telephone, fax, or email; required response rate is 75% in units or 65% in employment.
• Development of industry and occupational knowledge: Must develop a working knowledge of the various reference tools available to the OEWS staff such as the State OEWS Manual, the OEWS Dictionary and Crosswalk, the NAICS Manual, and various supplementary materials. Assist team with assigned Standard Occupational Classification Codes (SOC) that is consistent with the OEWS survey data received. Train all new employees, and provide ongoing support and training to current staff.
• Review all preliminary and final OEWS estimates and provide any corrections or suppressions to the regional and national office in accordance with the required estimation schedules.
• Work with the OEO Economic Analysis team with any specific schedule or estimate inquiries.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Microsoft Office Suite, specifically Excel-Basic statistics;
• Bureau of Labor Statistics (BLS) interpretation of SOC codes;
• BLS Procedures;
• Understanding of Northern American Industry Classification System (NAICS) coding for the various industries.

Skills in:

• Basic computer skills of organizing files, emailing, and scanning documents;
• Basic quantitative skills to evaluate data for accuracy.

Ability to:

• Communicate professionally and effectively to collect data and interact with the public and co-workers;
• Work independently with little or no supervision;
• Seek guidance when necessary concerning coding and other OES situations;
• Keep track of various schedules and various requirements set for by BLS to deliver usable employment data in a timely fashion;
• Formulate questions to resolve problems with abnormal data found in schedules sent to us by employers.
